Purpose of the job
Leonard Cheshire Disability (LCD) believes that people with disabilities should have the freedom to live their lives the way they choose, with the opportunity and support to live independently, to contribute economically, and to participate fully in society. It works to improve the quality of life of people with disabilities and campaigns for the removal of barriers that hinder them.

LCD works internationally in over 50 countries across Africa, Asia, the Americas and Europe, supporting thousands of people with disabilities through programmes that focus on inclusive education, livelihoods, and advocacy and campaigning. LCD’s ambition is to increase its impact, enriching the lives and promoting independence for more than 100,000 people with disabilities across Africa and Asia by 2020. The East and North Africa Region (ENAR) has been championing Inclusive Education support for girls with disabilities through its Girls’ Education Challenge (GEC) project, which is funded by the UK Government.

LCD is looking to fill the position of a Programme Manager. The Programme Manager will develop and lead LCD’s programmatic work under the leadership of the Regional Representative, in particular overseeing the Girls’ Education Challenge project and leading on advocacy activities. The Programme Manager will be responsible for ensuring the effectiveness and stakeholder buy-in of LCD’s inclusive education approach and model.

Key responsibilities
Program Development, Implementation and Management
• Provide leadership for the development, management and implementation of programme activities in line with LCD’s strategic plan and the GEC Programme Document • Direct the management team and supervise staff, providing them with advice and guidance to ensure activities are carried out in an effective and timely manner and in line with donor and LCD requirements • Develop and maintain consistent, clear and timely communications and reporting for all country-related activities, issues, and updates with the relevant persons at the head office • Develop strategies and actions that address GEC programme priorities and conduct strategic and operational planning exercises with GEC staff and other country staff • Work with relevant in-country and headquarter staff to strengthen and improve program impact and sustainability • Effectively implement planning and review systems to ensure delivery against plans and appropriate reporting and monitoring • Visit field offices and project sites as needed to support and monitor staff; engage local school and community leaders; and maintain clear visibility and knowledge of the successes and challenges of operations in the field

National Advocacy Management
• Develop LCD’s national advocacy objectives in relation to strategic priorities within the GEC programme and the ENAR • Enhance the capacity of partners in the ENAR to advocate on issues related to inclusive education and development • Children with disabilities in priority countries to be advocates for their own education and that of their peers • Work with partners to effectively monitor and evaluate their advocacy work

PERSON SPECIFICATION
Essential Qualifications
• Educated to Masters level in a relevant field

Essential Other
• Experience in strategic management of development programmes. • Experience in leading a portfolio of diverse, high-value projects • Strong analytical skills • Proven track record of engaging and building networks with local and national organizations • Experience in direct line management of staff • Excellent written and spoken communication skills (English) • Excellent knowledge of current software packages • Excellent interpersonal skills and flexibility • Knowledge in regional advocacy

Desirable Requirements
• Qualification in project management or equivalent • Ability to employ innovation and think creatively • Experiencing of supporting a range of roles within a team and responding flexibly to needs • Ability to work both independently and within a team • Strong commitment to working with persons with disability • Experiencing of working in international development • Experience of leading on advocacy related to children with disabilities and education • Experience in girls’ education programming and research •
