Summary: Transparency International – Kenya (TI-Kenya) is part of the Transparency International group that is a non-partisan coalition of individuals with a shared vision of corruption free world.
TI-Kenya is an autonomous chapter in the Transparency International movement, a global coalition against corruption with which we share the knowledge and exchange ideas for the greater good of Kenya.
The Humanitarian Aid Integrity Programme (HAIP) seeks to enhance transparency, integrity and accountability in humanitarian aid programmes.
The HAIP is based on the experience of the TI Secretariat (TI-S) since 2005 in developing research, partnerships and tools to identify and address corruption in humanitarian action, culminating in the publication of the TI Handbook for Preventing Corruption in Humanitarian Operations, updated in 2014.
These global tools have been complemented by work under TI _Kenya in partnership with key humanitarian actors on the Food Assistance Integrity Study, analysing the humanitarian response to the 2011 drought in Kenya.
The improved capacity-building and community empowerment mechanisms recommended by this study are being piloted in the Kenya Arid Lands region and being considered for application in other countries in the Horn of Africa.
In 2013, the TI Movement created the Humanitarian Aid Integrity Network (HAIN), under the leadership of TI-Kenya, to implement the HAIP through a network of TI National Chapters.
Funding has been received by TI-S from the European Commission Humanitarian Office (ECHO) for the HAIN to carry out a project that will generate evidence-based knowledge of corruption risks and practical solutions in complex humanitarian contexts in Africa and the Middle East.
Based on country-specific research and comparative analysis of corruption risks in complex emergencies with reduced humanitarian space (Afghanistan, Somalia), countries affected by massive inflows of refugees (Lebanon), and countries affected by large-scale public health emergencies (Guinea), the project will share good practice and lessons learned and develop recommendations and principles to enhance the integrity of humanitarian operations through multi-stakeholder engagement at the national, regional and global level.
TI-S has delegated responsibility for coordinating the operational activities under this project to TI-Kenya on behalf of the HAIN.
Duties and Responsibilities
Under the supervision of the Coordinator of the Global Humanitarian Aid Integrity Network, the Programme Coordinator will coordinate the implementation of HAIP projects in Kenya and support the conduction of the study and stakeholder engagement in Somalia.
Kenya (50% of the time)
Manage and ensure the implementation of the Humanitarian Aid Integrity Programme projects and interventions in Kenya,
Develop and maintain relationships with Humanitarian aid organisations, public institutions and donors’ organisations active in Kenya and the East Africa region,
Coordinate the timely and qualitative execution of activities provided by the different Grants allocated to HAIP and reporting to donors agencies
Coordinate the conduction of research to inform evidence-based advocacy related to HAIP interventions in Kenya
Develop and implement advocacy strategies at the national and county levels (Wajir, West Pokot and Turkana) alongside identified areas of concern as identified in the integrity study
Promote the use of the TI Handbook for Humanitarian aid field workers
Supervise the conduction of capacity building activities targeted at players in the humanitarian aid sector at the national and county levels to mitigate corruption risks
Supervise implementation of HAIP activities by HAIP partners and conveners in three targeted counties
Coordinate and monitor community capacity building sessions and social audits trainings and supervision at the county level
Supervise and coordinate the work of the HAIP programme team including HAIP Programme Officer, Deputy Programme Officer and any other staff working on the Humanitarian aid programme in Kenya
Develop concepts and raise resources to ensure the implementation of HAIP strategic objectives in Kenya
Represent TI-Kenya in relevant meetings, workshops and conferences in Kenya
Somalia and Regional Stakeholders engagement: (50% of the time)
Coordinate the conduction of the Study and stakeholders consultation in Somalia
Identify and establish contacts with key humanitarian stakeholders including State institutions, International and Local organisations implementing humanitarian operations in Somalia,
Liaise with Humanitarian Outcomes research team to facilitate the conduction of field research in Somalia
Plan, organize and attend humanitarian stakeholders consultation workshops in Somalia
Ensure the review of the Somali study methodological approach ,survey tools, and stakeholders mapping, review and editing the different drafts of the study conducted in Somalia
Coordinate the design, printing and distribution of the study
Draft narrative progress and financial reports related to the implementation of the ECHO Grant in Somalia and stakeholders engagement in East Africa
Plan, organize and attend regional humanitarian stakeholders workshops in East Africa
Represent TI-Kenya in relevant meetings, workshops and conferences in Somalia, East Africa and at the global level.
Qualifications
University degree in related field (International relations / development, Political Sciences, Social Sciences).
Minimum five years of relevant working experience (NGOs/International organizations/Institutions that work on good governance or accountability for development and humanitarian aid programmes)
Experience in coordinating staff and partners
Working experience in and good understanding of Kenya and Somalia
Documented experience in coordinating development or humanitarian programmes including drafting narrative and financial reports for donors (such experience with ECHO is an added value)
Good understanding of governance and corruption risks and mitigation measures in the development and humanitarian aid programmes
Competencies
Excellent knowledge good governance best practices and internal governance systems
Sound knowledge and understanding of the Development and Humanitarian aid programmes in Kenya and Somalia
Ability to coordinate projects, staff and partners
Excellent command of English, knowledge of Somali, French or Arabic is an added advantage.
Very good understanding of the geopolitical and social context in Kenya, Somalia and the Horn of Africa Region
Ability to deliver high quality results in a limited time period
Highly organized, detail oriented, able to prioritize and consistently produce high standard work.
Strong networking, leadership skills & a team player
Ability and willingness to travel to Kenya ASALs, Somalia and other countries
