Every year, hundreds of millions of people around the world are affected by natural disasters and conflict. RedR is an international disaster relief NGO which saves lives by giving aid workers the vital skills they need to do their jobs to the highest possible standard. We train thousands of people each year in everything from providing emergency shelter to staying safe in the field, from project management after emergencies to essential water and sanitation skills and more. And we provide experienced, professional aid workers from our pool of 1700 Members to support emergency response and longer-term humanitarian programmes worldwide.
In 2011 RedR re-established an office in Kenya to provide our services and support to sub-Saharan Africa. With offices in Nairobi and Juba, South Sudan, RedR provides training and capacity building services throughout the region and is looking to expand its reach across sub-Saharan Africa.
JOB DESCRIPTION
Main Duties and Responsibilities:
The list does not cover the full scope of tasks and responsibilities of the Programme Development Manager, but serves to illustrate some of the areas of emphasis for the post.
The Programme Development Manager (PDM) is directly responsible for programme and business development, team management, project implementation, and donor relations in coordination with the Country Director. The post holder must be an experienced manager with a demonstrated track record of securing funding and the design and development of capacity building projects.
Main Duties and Responsibilities
Primary responsibilities – business and programme development * Act as the project focal point for programme partners in Kenya and work in close collaboration with the Country Director * Liaison with donors – In close coordination with the Country Director, the PDM will develop and maintain contact with donor representatives in country * The PDM will be responsible for monitoring donor funding opportunities and being the lead in proposal development for capacity building and training related programmes * The PDM will be the lead on proposal of new program/proposal(s) writing. In the case of larger projects, the PDM will lead on the research and consultation required to accurately define project needs and RedR’s role in addressing them. * The PDM will be in charge of development of larger scale projects and tailor made contracts in Kenya and the wider Sub-Saharan Africa region in line with approved funding and contract conditions. * The PDM will be charged with creating and developing new partnerships in close collaboration with the CD. * Ensure that programme activities are in line with the CO strategic Objectives and leading work in the expansion of RedR services beyond face to face training
Secondary responsibilities – project management and organizational development
The PDM is responsible for overseeing Programme reporting requirements (Oxfam Context, Tailor-made training amongst others)
The PDM will lead in assessing needs of potential clients for tailor made training
Organizing – work with the TM and the Programme Development Manager in UK, to develop systems to deliver training courses and workshops designed with the overall intention of improving the competence of relief workers in Kenya.
Impact analysis – The PDM is ultimately responsible for programme monitoring and evaluation. The PDM is responsible of implementing a monitoring and evaluation process in line with the RedR M&E system that measures the effect of the training in Kenya and within the region.
Leading the project team – The team will comprise the Project staff and consultancy based trainers who are responsible for facilitation of training sessions. The PM is responsible for establishing and leading this training team into a cooperative and interactive unit. Team development and leadership is therefore an important component of the project and the PDM will be charged with implementing a capacity development plan for the national trainers.
Project Marketing – The PDM in close collaboration with the TM and the Marketing and Communications Officer/Intern will support the implementation of the marketing strategy to ensure that NGOs make maximum utilization of training available. The PDM will work with the CD to ensure branding, development of case studies and ensuring the professional look of the training product.
Financial management and reporting, etc. Though the Country Director is the budget holder this post is accountable for managing individual project budgets. The post holder will also be responsible for contributing to country level reporting and donor relations with regards to the project.
Oxfam Context Project:
The PDM will be responsible for:
Supervise Project Coordinator-Context and ensure that the activities are carried out in a timely manner
Reporting- ensure that the Project team have forwarded all reports in a timely manner for onward submission to the HQ team.
Other primary tasks
Maintaining close collaboration with the Finance Manager/Training Manager
Any other tasks or duties as required by the Country Director or the organization.
PERSON SPECIFICATION
Essential
Masters degree in Social Sciences, International Development, Project Management or International Relations
Ten years relevant experience in programme management particularly in the humanitarian or development sector
Proven experience in the development and drafting of successful funding proposals
A good network of contacts among humanitarian donors and partners
Previous experience of donors such as DFID, ECHO and USAID and familiarity with donor financial reporting requirements and solid skills in Financial management and budgeting
Ability to manage a diverse team
Strong analytical skills and ability to identify trends and issues Excellent computer skills, with good knowledge of Microsoft Office applications
Sensitivity to cultural differences and the ability to adapt to different contexts
Fluency in written and spoken English
Willingness and ability to travel within Kenya and within the region
Desirable
Able to contribute to the Strategic Management process
Excellent project management skills, including experience in budget monitoring and financial management procedures
Proven record of excellent people skills, including good communication and inter-personal skills
Knowledge in concept note preparation, proposal writing, budgeting and reporting, and an understanding of institutional donor requirements
Experience in capacity building programs
Working experience in East Africa
Credible commitment to international humanitarian or development work
