Terre des Hommes Netherlands prevents child exploitation in developing countries, rescues children from exploitative situations and ensures that these children can continue their development in a safe environment. Terre des Hommes Netherlands is guided by its Strategy 2020, of which a schematic Theory of Change forms part. Its overall programme policy is presented in the policy paper ¨Stop Child Exploitation¨. What we do
Terre des Hommes Netherlands focuses within the Stop Child Exploitation programme on four main themes: (1) (Worst Forms of) Child Labour; (2) Child Migration and Child Trafficking; (3) Commercial Sexual Exploitation of Children; and (4) Sexual and Reproductive Health and Rights of Children (including Child Abuse and Child Marriage); as well as on Child Protection in Humanitarian Crises. As part of its new strategic plan (2016-2020) Terre des Hommes Netherlands plans to increase its support to comprehensive programmes addressing Child Exploitation in Eastern Africa, including Tanzania.
How we work
Terre des Hommes Netherlands works within the Theory of Change framework as mentioned above, and uses the UNCRC and the relevant ILO Conventions for monitoring, evaluation and advocacy.
The United Nations’ Convention on the Rights of the Child (UNCRC) is the cornerstone of all our programmes. This Convention represents the recognition by the international community that not only do children deserve to be protected, but that they have a right to be so. These rights have been enshrined in this almost universally accepted treaty and have subsequently been incorporated in national legislation in an overwhelming majority of the world’s nations.
The main theme of Terre des Hommes Netherlands’ work centers on the issue of child exploitation, the most serious violation of the rights of the child. Increasing numbers of children fall victim to human trafficking, sexual exploitation or hazardous forms of child labour as defined by the ILO’s 1999 Worst Forms of Child Labour Convention (ILO Convention 182). The organisation invests in education, training and capacity enhancement, in raising awareness among children, youth and adults. To seek justice for the victims, Terre des Hommes Netherlands encourages children and their families to report abuse and child exploitation cases, offers legal aid and social protection, trains and assists police, public prosecution offices and justice departments. Victims can also count on Terre des Hommes Netherlands and partners for assistance during police investigation and legal proceedings. Terre des Hommes Netherlands always works together with local partners.
To advocate and promote the rights of children, Terre des Hommes Netherlands organises media campaigns to raise awareness, conducts research into the scale and nature of abuse and exploitation as well as lobbying for attention and change. The organisation follows and seeks to influence policy makers on local, national and international levels to adopt, ratify, maintain and enforce legislation to prevent child exploitation and to protect victims of such practices.
Structure of the organisation and position within the organisation
Terre des Hommes Netherlands uses a matrix business model to structure its organisation. ICT driven innovation is at the heart of the organisation. The Country Office reports to the Regional Office for Eastern Africa, based in Nairobi, Kenya.
The Programme Officer for Emergency Response is a member of the Kenya Country Office team consisting of a Programme Officer (PO) for Kenya, Finance and Administration Officer (FAO), and a Country Manager (CM) to whom this position reports. He/she works in close collaboration and consultation with the Country Manager, the Programme Officer, and some of Regional Office staff (M&E Officer, Technical Expert for Child Protection, Marketing and Communication Officer) to advise on development, implementation and monitoring of the emergency response project in Turkana. The position supports implementation of the project by providing technical and oversight support to the Diocese of Lodwar/Carita Lodwar, partner of Terre des Hommes Netherlands undertaking direct implementation of the project.
Objective of the position
To act as the point person for the coordination, communication, monitoring, reporting and liaison with the Diocese of Lodwar and other other development and humanitarian actors as well as authorities in consultation with the Country Manager to support an effective emergency response in Turkana.
Main Duties and Responsiblities:
1. Support implementation of the emergency response project in Turkana
• Liaise with the Diocese of Lodwar/Caritas Lodwar to ensure timely, efficient and effective implementation of the emergency response project.
• Undertake field monitoring visits in collaboration with the Diocese of Lodwar to the project sites.
• Ensure efficient use of project resources and that programme and finance commitments as per the partner contract are being fulfilled.
• Monitor the context in Turkana visa vis the drought situation and child protection concerns and provide feedback and advice to the CM and others as appropriate for decision making.
2. Programme results for the partner and programme portfolio
• Support and monitor the project partner through regular communications and programme visits regularly and ensure that programme and finance commitments as per partner contract are being fulfilled. Liaise with the Finance and Administration Officer regarding budgets and expenditure.
• Ensure that all scheduled partner and project reports such as progress and financial reports are delivered timely and that they are of good quality, according to Terre des Hommes Netherlands’ standards, analyse the received information and compile the necessary reports to CM.
• Support the Marketing and Communication Officer at Regional Office with information and materials for marketing and communication, e.g. news items (case stories) and photos.
• Inform relevant persons/organisations/institutions on support given to project partners, project activities and expected results. Maintain the database and regularly update project documentation/ files for reference by all concerned.
3. Capacity building of partners
• Apply Terre des Hommes Netherlands’ tools in organisational assessment, M&E and capacity building.
• Identify together with project partner areas for further improvement on management and/ or programme quality of project partner and define frameworks, procedures and indicators oriented towards improved organisational and project management.
• Guide project partner, give direction so that they improve on quality of work, efficiency, effectiveness of the desired outputs and sustainability of results.
• Safeguard project quality by maintaining an overview of supported projects and evaluating the quality of work and results. Ensure that project partner follow the terms and conditions of the signed partner contract; facilitate them to keep track of key factors in project management, implementation and monitoring of results.
Knowledge and experience
• MA in a relevant field, such as development cooperation, child rights, etc.
• Minimum of three years of experience in a similar position and with one year experience in emergency response.
• Proven experience of working with local partners in the delivery of humanitarian programmes and good capacity building skills, in more than one humanitarian context
• Demonstrated experience of working with humanitarian standards and a commitment to best practice.
• Experience of writing, reviewing and analysing programme and reports.
• Experience with Child Rights based programming is an advantage.
• Proven experience in capacity building of civil society organisations.
• Knowledge of and experience in project cycle management, including the use of logical framework, theory of change and other planning tools
• Experience with financial management
• Knowledge of the political, religious and social structures of the country/ region and the relevant language(s)
• Excellent writing and communication skills in English and Swahili
