Programme Operations Support Officer – Nairobi – Save the Children

CHILD SAFEGUARDING:
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:
The Programme Operations Support Officer will support the Country Office operations team with the production, coordination and dissemination of quality and timely management information (including tracking of humanitarian response); communication products and context analysis. This will include working with Area offices in the coordination and dissemination of operations planning and reporting, ongoing response information through the use of tools including SitReps, Output Trackers; humanitarian dashboard; and updated programme case studies and factsheets.
The Programme Operations Support Officer will also act as a key focal point; working closely with the Area teams; to support and organise internal and external programme visits. The post holder will work closely with colleagues across the Area Offices operations, Awards, Finance and PDQ teams.

SCOPE OF ROLE:
Reports to: Deputy Country Director for Programme Operations
Dimensions: Save the Children works in all three zones in Somalia with a current staff complement of approximately 350 staff and budget of approximately $44 million. The Operations department consists of Deputy Country Director for Operations, Director of Programme Operation, Humanitarian Director, Humanitarian Advisor, 3 Area Representatives and their teams in SL, PL and CSS.

Key Responsibilities
• Maintain records of programme management information that is required for the evolving needs of Area Offices and the Country Office (CO) based on on-going programme operations and humanitarian response; assessments and security context analysis etc.
• Produce (where necessary) and maintain record of the Operations Department information including minutes of all Operations team meetings, Area SMT meetings and Area Monthly Reports.
• Working directly with Area Representatives and coordinating with the teams across the Area offices and other departments to ensure the timely delivery of Area Planning and monthly/quarterly reporting.
• Work with AR, FM, PMs, MEAL, information & communications officers and others to produce, consolidate and disseminate regular management reports including KPIs, SitReps; Output Trackers, Funding and Grants; and Country Office humanitarian dashboard; as well as updated Q&As and Area Fact Sheets.
• Work with the Humanitarian Director to identify and support improved emergency preparedness and contingency planning across the Area Offices
• Work with the Humanitarian Director and the Area teams to support the production and dissemination of humanitarian trend analysis and early warning information. Work with the Area team to support in identifying technical support needs and liaise with the TS in facilitating technical support for the Area Programme teams
• Act as a key focal point within the Country Office operations team for the coordination of media visits and internal and external programme visitors, providing all necessary Nairobi level documentation & support.
• Work with Area programmes to ensure that all media and communication protocols are closely followed and the in-county sign off procedures are adhered to by all SC members.
• Act as a link between country office and the Area teams to promote 2-way communication and accountability. Ensure Area offices understand the value of the information they provide and that the country office is sharing this information effectively.
• Liaise with the ARs to ensure information requested by the Operations team in the CO are submitted (by the Area teams) on time.
• Assist the Deputy Country Director for Programme Operations and the other Nairobi based senior Ops team in basic office administrative and facilitation work.
• Undertake other duties and responsibilities as requested by the line manager.

QUALIFICATIONS AND EXPERIENCE
Essential:
• Able to manage a high workload and meet tight deadlines
• At least 2 years demonstrable experience in role with similar responsibly for information management and coordination
• Ability to work effectively to elicit information from a variety of stakeholders and to adapt this into concise materials to support and promote the work of Save the Children’s programme operations department.
• An understanding of response management and the critical importance of information management and communications
• Excellent written and spoken English
• Excellent and proven communicator able to communicate to a wide range of audiences.
• Resourcefulness, flexibility, good organisational skills and the ability to prioritise and to meet deadlines.
• Good understanding of children’s issues, rights, development and humanitarian issues, and the ability to relate Save the Children’s work within this context.
• Ability to work effectively with people from different nationalities, cultures, ethnic and religious groups across the region
• Competent IT skills and experience of using email and Internet

Desirable:
• Experience of working for or with Save the Children, or a related right-based or development organisation
• Understanding of the developments issues and/or work experience in East Africa region
• Basic competence in one or more of the major languages in the region
• Experience of operating multimedia equipment including digital cameras, video recording equipment, web cams, and voice recorders.
• Experience of tailoring communication and advocacy messages for a variety of decision-makers and high level audiences.
