Context:
Since 2006, IOM has been implementing a range of humanitarian and development projects in all regions of Somalia. With 6.7 million people requiring humanitarian assistance in 2017, evolving mixed migration flows in and out of Somalia, increasing access and donor interest in Somalia, programmatic scope for IOM is growing rapidly. In this context, IOM Somalia is implementing a multitude of projects and is expanding its sectoral portfolio. IOM Somalia is therefore seeking an incumbent to support project development and resource mobilization efforts.
Under the direct supervision of the the Chief of Mission, and in close coordination with colleagues from the programme and resource management units in the Mission, the incumbent will be responsible for the coordination/management of the Programme Support Unit, guiding and overseeing the Programme Development, Reporting, External Relations, Communications/Public Information and Monitoring and Evaluation for all programmes in IOM Somalia.
Core Functions / Responsibilities:
1. Identify potential and realistic funding opportunities by reviewing calls for proposals, and collecting donor information.
2. Coordinate and contribute to the design and development of new programmes, projects and activities based on solid results framework and in response to emerging trends and priorities, as well as donor interests and requirements, in close coordination with the CoM, Regional Office, Programme Managers, as well as with Government counterparts and other relevant public/private sector’s partner organizations.
3. Ensure processing, compliance and submission of approved project proposals, donor reports, partner agreements and any other relevant documents.
4. Liaise between IOM finance department and programme managers to ensure that they are observant of IOM and Donors’ financial requirements.
5. Lead and coordinate the elaboration and compilation of reports for donors and government and other relevant stakeholders, ensuring compliance with donor requirements and procedures.
6. Represent IOM Somalia in inter-agency meetings and donor meetings and liaise with donors, government partners, project partners in coordination with Programme Managers as well as in any other meetings, as requested by the CoM.
7. Act as IOM Somalia focal point for programme support activities and respond to inquiries from Headquarters and network of IOM regional offices.
8. Maintain up-to-date knowledge of all projects implemented by IOM Somalia.
9. Identify areas of programme implementation which require the CoM’s intervention.
10. Ensure that the objectives set in project documents and budgets, M&E frameworks and work plans are compliant with IOM’s organizational policies and donor’s contractual requirements, interests and expectations, in close coordination with the M&E officer.
11. Participate in the production of visibility/communications materials in close coordination with Public Information Officer.
12. Follow-up with relevant staff in support of Mission’s strategic inputs and key decisions, including monitoring the mission’s development of the country programme. Contribute to bridging different units towards a common IOM Somalia vision.
13. Undertake duty travels with the aim of project/programme assessment, liaison with counterparts, problem solving, and development of new initiatives, as required.
14. Manage/coordinate the Programme Support Unit, including supervision of staff under PSU, in particular PD and Reporting Officer, M&E Officer, and Communications/PI Officer.
15. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in International Relations, Social Science or Business Administration or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Previous experience working in an international organization and knowledge of the UN is
essential;
• Previous experience with and knowledge of US and EU funding mechanisms is essential;
knowledge of other countries’ funding mechanisms is an asset;
• Experience in programme development, project monitoring and evaluation required;
• Excellent project development and report writing skills;
• Excellent knowledge of programme management cycle;
• Computer skills and knowledge of relational databases, Microsoft applications, spreadsheets, word processing etc.
Languages
Fluency in English is required. Working knowledge of Somali or Arabic is an advantage.
Note
With frequent travel to Somalia and possible relocation to Somalia if and when the situation is conducive.

Other:
Internationally recruited professional staff are required to be mobile.
