Trócaire works in and through partnership with local organisations to overcome poverty and promote justice in developing countries. Within the Horn & East Africa Region, Trócaire implements and manages development and humanitarian programme work in Kenya. Trocaire is advertsing this position on behalf of the partner Caritas Kitui.
Caritas Kitui a Trocaire Partner has been awarded a United Kingdom Aid Match (UKAM) grant for a resilience project in the Northern dry lands of Kitui county over a period of three years . There is a need for a dedicated UKAM monitoring and evaluation officer to manage and oversee such a large-scale project. This position is designed to deliver high quality results through community and stakeholders for this specific UKAID funded project and will require the candidate to spend 100% of his/her time in the project areas.
The Monitoring and Evaluation officer position will report to the Caritas Kitui UKAM project Coordinator and will be a member of the Resilience/livelihoods Project team ensuring the Quality delivery of Catholic diocese of Kitui – Caritas Kitui resilience work in Nguni and Ngomeni Wards in Mwingi Central and Mwingi North respectively
Key Duties & Responsibilities
A) Project monitoring and evaluation:
Work closely with the Monitoring and Evaluation officer and will be responsible for supporting M&E initiatives for the UKAM. She/he will provide effective and efficient support through the lifecycle of the UKAM project.
• Support UKAM project staff in the planning, design, budgeting and implementation of all MEAL activities, systems and tools throughout the project cycle.
• Support accountability to beneficiaries (downward accountability), ensuring that their involvement at every stage of the project cycle is the critical lens though which any MEAL framework is designed.
• Support the project team in strategic targeting of beneficiaries in project design, develop and update a beneficiary selection criteria.
• Establish, maintain, update and store mechanisms/templates for capturing, analysing, reporting, sharing and applying MEAL findings, information, and lessons learned, humanitarian situation and best practices among Caritas Kitui, its donors and partner staff.
• Develop good working relations with partner organizations and communities.
• In consultation with the project officers, take lead in the project evaluations and assessments.
• Document and share the project’s best practices and case studies in the approved format and ensure that the learnings are explicitly incorporated into future project implementation.
• Ensure accurate and valid data management, undertake data entry, and ensure that essential and ongoing M&E data is properly accounted for.
• Monitor, evaluate and document project results for effective implementation, reporting and learning.
• Support and contribute to the development of the Projects Implementation Plan (PIP), ensuring alignment with programme /organization strategy, agreement on project indicators and inclusion of monitoring and evaluation activities in the work plans.
• To lead the project team in the development and review of M&E framework.
• Guide and coordinate the review of project results framework including providing technical advice for the revision of performance indicators; ensuring that realistic intermediate and end – of – programme targets are defined.
• Prepare and submit high quality progress reports, Weekly, Monthly and Quarterly reports in accordance with approved reporting formats and ensure timely submission to the and project coordinator.
• Foster participatory planning and monitoring of project sites and groups to ensure compliance to the costed work plan and logframe in a timely manner.
• Coordinate the community resource persons and ensure the data collected is accurate and in the approved format.
• Ensure easy access to UKAM Monitoring & Evaluation reports and data and ensure they are widely distributed to donors and stakeholders.
• Track the budget allocations and expenditures for the M&E budget lines to ensure efficient and effective use of Trócaire, donor funds and resources.
• Capacity building of the project staff, community resource persons, TOTs and beneficiaries on monitoring and evaluation.
• Attend conferences, workshops and meetings communicating Organisational and donor policy objectives.
• Adhere to the organisational policies, regulations and procedures and Trócaire’s policies where applicable.
• Promote accountability of Caritas Kitui and partners to target communities.
• Ensure that the participant’s lists, delivery lists, timesheets, mileage sheet are properly filled in a timely manner.
• Establish complaints and compliments handling mechanisms within the project and track actions taken.
• Uphold the code of conduct and dignity at work policies and regulations.
• Perform any other relevant duty as may be assigned by the project coordinator from time to time
She/He will also be expected to adhere to the policies and procedures for Caritas Kitui and meet minimum donor requirements.

C) Qualification
• Degree in Monitoring and Evaluation, or its equivalent.
D) Experience
• At least three years’ experience in Monitoring and Evaluation of development projects.
