Overall Objective:
The job holder will work under the Area Manager to provide day-day management and coordination of the protection unit. He/She will be responsible for leading GBV prevention and response activities including technical oversight and support to GBV program staff, develop and design protection related information and education campaigns in the refugee camp in partnership with persons of concern, and other protection partners.
Background:
The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. DRC has been active in Kenya since 2005. The Kenya Program provides services and support in the sectors of livelihoods, community development, and protection and for refugees residing in Kenya and the resident hosting communities. DRC has operational offices in Nairobi, Dadaab and Kakuma implementing programs directly and in partnership with local NGOs.
Responsibilities:
Program Management, Development, Monitoring and Evaluation
In collaboration with the Senior Officers, provide technical leadership related to project design and development, planning, implementation, and overall project management of the GBV Projects.
Develop technically sound work plans consistent with program goals and objectives in coordination with protection staff and the M&E team.
Develop, design & implement protection related information education materials for use in partnership with PoC and other protection partners.
Ensure Age, Gender & Diversity are mainstreamed in program activities and other protection related issues within DRC projects to promote safe, dignified, and equitable access to resources and services for all.
Develop project concept notes, proposals, and monitoring and evaluation plans and strategies and ensure timely and high quality implementation of the work plans in coordination with field teams
Submit timely technical monthly, quarterly & annual reports to the Area Manager
With support from the field staff & M&E team, ensure ongoing monitoring & evaluation of protection activities
Take lead and coordinate protection related events including donor field visits and ensure proper visibility
Ensure protection and HAP is mainstreamed in DRC protection activities
Training and Capacity development
Provide ongoing oversight, training, and guidance to staff and partners to ensure GBV programming meets best practice standards and prioritizes the safety and security of beneficiaries and staff.
Provide ongoing technical support and mentorship for the Senior Officers to develop professional and technical competencies.
Support field teams to participate in and provide leadership within camp-level GBV/CP working group and other sectorial meetings.
Provide technical feedback on monthly narrative reports received from Protection unit, ensuring that established program targets and objectives are being met
Coordination and Partnership
Ensure DRC takes lead, facilitates and actively participates in the GBV/CP Working Group monthly coordination meetings at the camp level
Promote a positive profile of the program and good understanding among other sectors, partners and communities about the program.
Develop and maintain strong working relationships with all stakeholders – community support groups, community leaders, DRA, UNHCR, NGOs, to enhance multi-agency and multi-sectoral cooperation and coordination.
Strengthen the operationalization of the Safe Haven and GBV Standard Operating Procedures (SOPs) by engaging relevant stakeholders in review and update processes
Strengthen DRC’s partnership with Refugee Consortium of Kenya (RCK) through collaboration and close monitoring of project progress.
Represent DRC at the Dadaab level GBV WG Coordination meetings and in other key stakeholder’s forums related to GBV/Protection programming.
Budget Management
Manage the GBV budgets in order to maintain program expenditure within budget parameters, ensuring adherence to DRC financial procedures and donor requirements
Support the GBV/Protection team members to utilize financial planning tools, such as spending plans, procurement plans, and work plans based on activities and budgets.
Staff Management
Oversee all staff recruitment in the sector to ensure competent and qualified staff are recruited
Hold regular meetings with staff to plan and address any concerns and share feedback
Monitor and provide objective feedback related to staff performance, including objective setting, probation and annual performance evaluations to promote growth and professional development.
Provide leadership and support to ensure staff well-being, i.e. monitor and manage stress management by providing regular opportunities for staff debriefing to address secondary trauma.
Skills & Qualifications:
Essential
Must possess a degree in the relevant field of study (Social Work, Sociology, Community Development, Gender Studies, Public Health, International Development)
At least 4-years’ progressive experience in the areas of GBV program design and implementation including monitoring & evaluation and staff management.
Must be knowledgeable on the standards and guidelines for GBV programming and coordination,
Possess practical experience in protection & gender mainstreaming, experience working with refugees, asylum seekers, migrants and/or other vulnerable populations.
Must possess relevant experience in resource mobilization including proposal development particularly within the UN system, US and European-based donors and other funding partners.
Must have a good understanding of protection mainstreaming & coordination mechanisms in refugee & humanitarian set up including the cluster approach.
Previous experience in conducting protection rapid assessments/situation analysis and strategic planning with protection actors will be crucial.
Proven track record in partner capacity-building; excellent communication skills and fluency in written and spoken English are essential.
Excellent report writing skills is a must with ability to work as part of a team (multi-cultural, multi-disciplinary and inter-agency).
Able to travel and work independently, even in hardship environments
Willingness to take responsibility for personal security and adhere to DRC’s security guidelines

Commencement: Immediately
Duty Station: Dadaab, Garissa County, Kenya. Non-family duty station.
Contract: Until 31st December, 2015, with possibility of renewal
