Job Summary: Responsible for the implementation of the QHSE Management System at AFEX Camps and Facilities and for advising Camp Managers and the QHSE Department (Head Office) regarding QHSE performance and related issues.
QHSE includes all elements of quality, health (including personal and camp related hygiene), safety, food safety (including HACCP requirements) and environmental performance – equal and full emphasis is required across all disciplines following a risk based approach and taking in to account day to day operations.
This position is based at AFEX Camps and Facilities which will usually require the Field Supervisor to be based in the ‘field’ for periods of time.
Whilst the time away will vary, it will usually be a rota of 45 days on-site with 15 days leave – although ‘working time’ may be extended and leave time be less (and often at short notice) depending upon operational reasons.
The Supervisor may also be required to work or attend training at AFEX Head Office in Nairobi or other locations as required.
Field locations include Kenya, South Sudan and could include other countries in the future and will include remote and perhaps hostile locations.
Key Duties and Tasks:
Promotion and Representation of AFEX QHSE Function
To proactively promote a positive QHSE culture at AFEX Camps and Facilities and in dealings with AFEX personnel, clients, suppliers, contractors, sub-contractors, camp residents and the public.
To ensure a safe, healthy and environmentally sound working environment and working so as to achieve no lost time incidents, no food safety incidents and meet our quality obligations.
To attend relevant meetings on QHSE matters, including client meetings, site health and safety meetings and meetings with third parties under the instruction of the QHSE Field Supervisor.
To promote a united and positive image of AFEX and AFEX QHSE both internally and externally.
To work to solve problems on site in a constructive and positive manner with all parties, both internally and externally by forward planning, constructive dialogue, listening and taking time to understand the issues of other departments and by taking a proactive approach.
Being a high profile, visible and positive presence at AFEX Camps and Facilities.
To liaise with third parties, including regulatory authorities, auditors and other relevant persons as may be required.
Implementation
To implement all elements of the QHSE Management System including all policies, standard operating procedures (SOPs), work instructions and related documents in accordance with AFEX aspirations which shall include, but not be limited to:
Risk assessments (to include health and safety, food safety, quality and environmental)
Safe systems of work (to include health and safety, food safety, quality and environmental)
Ensuring that all activities, products and services are undertaken in full accordance with the requirements and aspirations of the AFEX QHSE Management system.
Writing JSAs, PTWs, WIs, food safety documents, quality documents and related documents as required in accordance with the QHSE Management System.
Developing and delivering tool box talks (to cover health, safety, food safety, environmental and quality issues) and training sessions.
Ensuring that personnel are trained as required in AFEX procedures and our QHSE aspirations through monitoring staff training and liaising with QHSE Head Office
To ensure that personnel use the required personal protective equipment (PPE) in accordance with AFEX procedures.
To monitor transport activities and ensure that they are in accordance with AFEX and client requirements.
To implement QHSE Management Programmes required to achieve the requirements of AFEX QHSE Objectives and Targets.
Ensure that emergency response drills are carried out and recorded in accordance with QHSE Management System and client requirements.
To ensure that all chemical products and wastes are transported, stored, handled and used in accordance with AFEX procedures.
To implement any other directives / instructions / requirements as may be communicated from the QHSE Head Office.
Inspections and Audits and Management of Non-Conformity
To undertake safety tours, inspections and audits in accordance with the QHSE Management System.
Ensuring that as much time as possible is spent out of the office on-site so as to become familiar with Camp and Facility operations.
To identify non-conformances with the QHSE Management System and to recommend appropriate corrective and preventative actions.
To oversee the implementation of the AFEX SOCA card system.
To stop works which are considered not in accordance with AFEX QHSE Management System or otherwise present an unacceptable risk to health and safety, food safety, the environment or AFEX quality aspirations in a firm, polite and positive manner and to immediately communicate such actions to the Camp Manager and the QHSE Manager.
Awareness of issues and incidents – potential or actual
With respect to the Camp or Facility for which they are responsible, QHSE Field Supervisors shall ensure they are fully aware of:
All activities, products and services being undertaken on or in connection with the Camp or Facility – including planned, unplanned and emergency events;
All chemicals, consumables and materials being used, handled, transported or stored;
Any changes to the above;
Any incidents (including accidents, near misses and food safety/security concerns);
Any problems with significant items of plant and equipment;
Any quality issues; and
Any failure to meet the quality and / or service requirements of the Camp or Facility.
It is the QHSE Field Supervisor’s responsibility to ensure they are fully aware of the above – potential and actual – on and pertaining to the camp(s) or facility (ies) for which they are responsible. This awareness shall be gained through proactive behaviour including, but not limited to, frequent observing, monitoring, investigating, asking, listening, inspecting, and attending and participating in all relevant meetings.
Reporting
To report any incidents (health and safety, food safety, environmental or quality) in a timely manner.
To undertake all required reports to meet AFEX procedures and client requirements.
To ensure that AFEX QHSE Department (Head Office) is informed in a timely manner (i.e. reports should be made at least on a daily basis ) whilst more significant issues, defined as those that are Level 2 or above with respect to AFEX’s SOPs, should be reported as soon that it is possible to do so) of every issue that could affect AFEX’s ability to:
Provide a safe & healthy (including personal and camp / facility hygiene) camp / facility.
Undertake all routine, non-routine, unplanned actions and activities in a safe and controlled manner.
Provide safe and healthy food.
Protect the environment.
Meet our quality expectations.
Meet our contractual obligations.
Meet out QHSE legal requirements.
In discussion and coordination with the Camp Manager to ensure that the client is informed of every issue that could affect AFEX’s ability to:
Provide a safe & healthy camp
Undertake safe and health activities.
Protect the environment
Meet our quality expectations
Meet our contractual obligations
To lead or assist with incident investigations.
To proactively communicate any issues, problems, concerns, differences of opinion with other departments and / or third parties and positive news to the QHSE Manager and QHSE Advisors in a timely manner.
In Addition
To be involved with, make suggestions for and actively contribute to the ongoing development and implementation of the QHSE Management System.
To undertake work in the Head Office as may be required.
Any additional duties as assigned by the QHSE Manager or other QHSE Staff.
Work in full accordance with AFEX policies, procedures, work instructions and all relevant elements of AFEX Management Systems.
Maintains professional knowledge by attending educational workshops, reviewing professional publications, establishing personal networks and participating in professional societies where relevant.
Skills and Competences:
Job specific:
Hazard identification and risk assessment, including health and safety, food safety (including HACCP), environmental issues and quality issues).
Knowledge of mechanical lifting, including lift planning and supervision.
Knowledge of working at height, excavations, confined space working, manual handling and electrical isolations.
Operation of permit to work system.
Incident investigation and root cause determination across QHSE.
Implementing a quality assurance system.
Undertaking QHSE inspections and audits.
Knowledge of Kenyan QHSE legislation.
Knowledge of South Sudanese legislation.
Qualifications:
A first degree in a relevant subject. A master’s degree in a relevant subject will be an added advantage.
At least six years’ experience in a similar role (preferably ten).
Experience of working with international clients.
Experience in construction (including earthworks), transport, catering and hospitality.
Experience in working in the following sectors: oil and gas, food and drink, mining and energy.
One or more of the following: NEBOSH General / International Certificate. NEBOSH Construction Certificate. NEBOSH Fire Certificate.
One or more of the following: basic food hygiene, intermediate food hygiene, advanced food hygiene.
HACCP qualification.
Training / qualifications in awareness and implementation of: ISO 9001, ISO 14001, OHSAS 18001 and ISO 22000. Internal or lead auditor training / qualifications regarding: ISO 9001, ISO 14001, OHSAS 18001and ISO 22000.
Training in some or all of the following is preferred: crane supervisor, appointed person / lift planning, manual handling, scaffold inspection, working at heights, confined spaces, auditing, and QHSE management systems.
Registered with NEMA as an EIA expert.
Registered with DOHSS as an OSH auditor.
Registered with DOHSS to undertake fire risk assessments.
Registered with DOHSS to undertake noise audits.
