1.0 Background
Act Change Transform (Act!) is a leading Kenyan not-for-profit, non-governmental organization involved in diverse development initiatives in Kenya. Act!’s main programme focus is in Environment and Natural Resources Management; Democracy and Human Rights and Peace Building and Conflict Transformation. Our holistic approach to development is delivered through capacity development. Established in September 2001 as Pact Kenya, and rebranded in 2011 as a fully-fledged Kenyan organization, Act! has provided platforms for articulating issues and processes, shared her expertise, experiences and best practices related to capacity development, organizational development and grants management.
Act!’s vision is “Empowered citizens and communities living a productive life in dignity” while its mission is to “to support, partner with and to develop local organizations to be effective agents of lasting positive change”
Upon its founding in 2001, Act! partnered with Pact as a sub-grantee and implemented several programmes as it strengthened its skills as a capacity development and grants management organization. Amongst the programmes that Act! implemented as a sub-grantee of Pact include: Conservation of Resources Through Enterprise (CORE); Institutional Strengthening through Grants Management (ISGM), phase 1 of Peace in Peace and Central Africa (PEACE I) and OMEGA.
Act! started rigorous fundraising after completion of its initial partnership programmes with Pact, particularly CORE and ISGM in 2005. These fundraising efforts were successful and culminated into award by USAID to Pact and Pact Kenya (now Act!) of two Cooperative Agreements. These were: the Kenya Civil Society Strengthening Programme (KCSSP) and phase 2 of Peace in East and Central Africa (PEACE II).
During the last 8 years, Act! has managed to fundraise from over 10 bilateral, multilateral, GoK and other development agencies, including Aga Khan Development Network (AKDN), Kindernothilfe (KNH), EU, Government of Sweden (GoS), Department for International Development (DfID), Finnish Embassy, DANIDA, SNV, International Labour Organization (ILO), Regional Coastal Management Programme (ReCoMaP), Community Development Trust Fund (CDTF), Tourism Trust Fund (TTF) and Micro Enterprises Support Programme Trust (MESPT). USAID has remained one of Act!’s development partners, in partnership with Pact until 2011 when Act! entered into a cooperative agreement with the Government of Sweden and Department of International Development (UKaid).
Mobilising adequate resources is a critical means of ensuring that Act! delivers on its mandates to develop actions with partners, donors and communities that deliver change and transform societies. To succeed Act! Institutionalized resource mobilisation through the establishment of a New Business Development Unit in April 2012.
Act! wishes to engage the services of experienced consultant to support its resource mobilisation efforts by establishing resource gaps, identifying opportunities for mobilising resources, providing leadership and coordination in resource mobilisation efforts across all the service delivery units/programmes at Act!.
2.0 Broad Requirements of the Assignment
The assignment will have the following broad requirements:
a. Carry out development partners/donors mapping and analysis of their policies to gain a thorough understanding of their funding approaches and priorities;
b. Identify open/current and potential funding opportunities and advise Act! on consistency of these opportunities with Act!’s overall development priorities and whether Act! should submit an application;
c. Coordinate and manage proposal development process, working with the New Business Development Unit, Programme Managers, Monitoring, Evaluation, Reporting and Learning Unit; and Finance Manager
d. Contribute directly to proposal development processes by writing, reviewing and in conjunction with the New Business Development unit, submitting funding applications/proposals to donors;
e. Support the New Business Development Unit and ensure proposals submitted have tangible measures of success and there are realistic expectations of applications being reviewed favourably and funded.
3.0 Deliverables
The consultant will deliver the following to Act! as part of fulfilling their requirements under the agreement for consultancy services:
a. Process report for each proposal/response to funding opportunity written and submitted;
b. Identification of open and potential opportunities for resource mobilization and timely advice to Act! Management on these opportunities;
c. Timely submission of high quality applications for funding to both solicited and unsolicited opportunities
d. A detailed donor mapping report with the following information, among others: potential donors supporting programmes and activities on Act!’s programmatic focus areas; current funding priorities; nature of funding; (long term vs short term, size of grants); current partners supported; modes of establishing partnerships (solicited calls for proposals; unsolicited applications)
4.0 Key Qualifications
The successful consultant will be required to have:
a. A Masters Degree in any of the social sciences or related disciplines; professional qualifications in project cycle management, fund raising and resource mobilization, monitoring and evaluation, qualitative and quantitative methods will be added advantage.
b. Thorough understanding of development programming.
c. Thorough/in-depth knowledge and understanding of fundraising approaches, donor priorities and funding cycles and modalities.
d. Demonstrable experience in writing winning applications with evidence of writing proposals that have won at least US$ 5 Million or equivalent in other currencies from a wide range of funding sources.
e. Strong analytical skills with proven planning and organizational abilities.
f. Commitment to working with a leading Kenyan NGO with high potential for growth.
5.0 Duration
This assignment will be carried out over a period of 50 days commencing from the date of signing of the consultancy agreements and staggered over a period of six months.
