Regional Family Tracing and Reunification Specialist, South Sudan Response

Role Purpose:
Save the Children works in 4 of the 5 countries affected by the conflict in South Sudan where around 14% of all children affected have become separated from their parents and families as a result of the conflict. Currently, more than 40,000 children have been registered as unaccompanied, separated or missing as a result of the conflict that erupted in December 2013. Save the Children is a key implementing agency of CPiE and FTR (Family Tracing and Reunification) programmes in the affected areas in all 4 countries, and is responsible for the regional inter-agency database (CPIMS) for Unaccompanied and Separated Children (UASC). With over 65% of the affected refugee population being children and a similar statistic affecting internally displaced people in South Sudan, Child Protection and in particular a robust family tracing and reunification system are essential in ensuring that children are reunified with their families or relatives and have safe and nurturing environment in which to grow.
The post holder will implement Save the Children’s responsibilities under the regional Information Sharing Protocol; notably by acting as the regional focal point for cross-border FTR and ensuring effective individual case management of cross border cases throughout the FTR process through support, training and capacity-building to all FTR actors/staff in all field locations. The regional FTR Specialist will also be responsible for supervising the regional CPIMS and coordination with other key regional partners including UNICEF, UNHCR, ICRC and other CP actors. S/he is also expected to represent Save the Children at high level regional fora, working groups, and other meetings. Current thematic priorities include: family tracing and reunification; child protection in emergencies; cross-border programming; alternative care in emergencies; case management and psychosocial support.
The Regional FTR Specialist is also expected to help build a high performing Regional Child Protection programme through coordination with the Country Office Technical teams, Program Development and Quality Directors and in collaboration with Member Child Protection Advisors, conduct trainings and provide technical advice, monitor project design and quality and support to country and field project staff. Frequent visits to the country offices to support high quality programme implementation and ensure programming objectives are successfully achieved will be essential.
Contract Duration: 2 years Fixed term
Location: Nairobi (with regular travel to Emergency affected countries and field locations)
Qualifications and Experience
Relevant Master’s degree or degree in law
At least 5 years’ experience working in an international NGO in Child Protection in Emergencies especially in conflict settings, Family Tracing and Reunification programme experience is an advantage.
Experience of dealing with alleged cases of child abuse, and able to demonstrate a holistic case management approach in responding to these that is professionally and ethically sound, and demonstrates the best interest of the child and other key CP principles.
Knowledge of psychosocial programming for children in emergencies
Demonstrated experience in designing and delivering training, and capacity building programmes for field staff in remote and emergency contexts and at senior national level.
Excellent knowledge of, and experience in using, established inter-agency standards and guidelines in child protection, such as the Inter-Agency Guidelines on Separated and Unaccompanied Children, Child Protection Minimum Standards in Humanitarian Action, the Paris Principles and 1612 MRM procedures.
Advocacy, influencing and negotiating skills, experienced in gaining commitment from a wide range of people, bringing about change and providing support from a distance
Experience of UN clusters and the international systems for child protection, including experience chairing and/or leading inter-agency cluster coordination mechanisms
Proven experience in reporting, information management and statistics Excellent IT skills including the use of Excel (fundamental) and database software
Excellent communication skills with fluency in written and spoken English. Arabic and other South Sudanese languages an added advantage.
