KNCV Tuberculosis Foundation is an international non-profit organization dedicated to the fight against tuberculosis (TB), still the second most deadly infectious disease in the world.

KNCV is an international center of expertise for TB control that promotes effective, efficient, innovative and sustainable tuberculosis control strategies in a national and international context.

We are an organization of passionate TB professionals, including doctors, researchers, training experts, nurses and epidemiologists.

We aim to stop the spread of the worldwide epidemic of TB and to prevent the further spread of drug-resistant TB.

Over the past century we have built up a wealth of knowledge and expertise, initially by successfully controlling TB in the Netherlands. Since the 1970s, we have also shared our knowledge and expertise with the rest of the world.

We operate from a central office in The Hague in the Netherlands, a regional office in Central Asia and country offices worldwide. KNCV raises funds from private, institutional, corporate, and government donors.

Challenge TB: KNCV is the lead partner in Challenge TB (CTB), the new USAID-funded 5-year global program to decrease TB mortality and morbidity in high burdened countries.

We lead an international consortium with eight partner organizations: American Thoracic Society (ATS), Family Health International (FHI 360), Interactive Research & Development (IRD), Japanese Anti Tuberculosis Foundation (JATA), Management Sciences for Health (MSH), Program for Appropriate Technology in Health (PATH), The International Union Against Tuberculosis and Lung Disease (The Union), and the World Health Organization.

The overarching strategic objectives of Challenge TB are to improve access to quality patient centered care for TB, TB/HIV, and MDR-TB services; to prevent transmission and disease progression; and to strengthen TB platforms.

Background: The CTB Project follows on from other previous projects: TB CTA (2000-2005), TB CAP (2005-2010) and TB CARE I (2010-2015).

Through these mechanisms the USAID East Africa Bureau made it possible that several organizations and/ or initiatives in the region were given extensive support: The East, Central and Southern Africa Health Community (ECSA-HC) in Tanzania, the Supra National TB Reference Laboratory (SNRL) in Uganda, the Center of Excellence on Drug Resistant TB (DR-TB) in Rwanda (CoE), the regional center for quality of health care (RCQHC) in Uganda, Childhood TB and TB-IC activities in Somalia, Lung Health Conferences in Kenya amongst others

Purpose of the position: The main responsibility of the M&E officer is to provide high level technical support in monitoring of the progress of the activities and evaluation of the project final results.

S/he is responsible for the overall management of the monitoring and evaluation system of the “Challenge TB Project” (The Project) in the East Africa Region.

S/he will work closely with implementing partners and National TB programs (NTPs) in the East Africa region (the Region).

The regional M&E Officer is part of the “Challenge TB Project” regional team.

Position in the organization: S/he reports to the Regional Project Director and is an active member of the CTB Project regional team. This position is expected to travel to the field about 30% of the time.

Duties and responsibilities
Prepares monitoring reports (on quarterly basis) and evaluation reports (end of the year and end of the CTB Project, as well best practices, case studies, lessons learned, etc.);
Designs and develops monitoring and /or evaluation tools;
Provides technical support for the development of CTB Project work plans in close collaboration with technical and financial team;
Provides technical support for M&E planning, baseline report, and evaluations;
Develops a regional database/data management system;
Liaises with M&E officers at the NTPs in The Region;
Liaises with colleagues Challenge TB M&E officers in the region (Tanzania, DR Congo, Ethiopia, South Sudan) regarding CTB success stories, demonstration and documentation;
Provides training/capacity building on M&E to regional team;
Monitoring of field activities;
Joins M&E meetings with donors and other stakeholders;
Ensures that findings of outputs, outcomes, impact, and sustainability from The project implementation are recorded and disseminated;
Advices the regional TB team in optimizing the M&E systems and the use of surveillance data.

Who are we looking for?
Education:
Masters’ degree in management, M&E, health sciences or public health.
Knowledge/experience:
Minimum of 3 years work experience in M&E;
Experience in M&E for USAID projects is an asset;
Experience in data management and analysis;
Experience in infectious diseases preferably TB control;
Excellent command in verbal and written English. Good command of Kiswahili language for EA region is an added advantage;
The ability to organize and prioritize with eye for detail;
Experience in report, case study writing;
Experience in baseline, progress and evaluation conducting;
Knowledge of USAID projects and terminology is desirable.
Behavioral competencies / skills:
Excellent command of written and spoken English;
Excellent skills in Microsoft Word, Excel, Power Point, Outlook;
Good communication and interpersonal relation skills;
Ability to efficiently organize work;
Ability to work independently.
