Role Purpose:
In 2016, Save the Children committed to an Ambition 2030 for Children- to do whatever it takes to accelerate the progress the world can and needs to make to ensure that all children, especially the most deprived can survive, learn and are protected. As a key member of the Regional Leadership team, you will provide leadership, direction and contribute to implementing this ambition for the region through strategic development and delivery of international programming, in both humanitarian and development contexts, in line with the Save the Children’s mandate, strategy and theory of change.
This encompasses the full cycle of program design, monitoring, evaluation, accountability and learning as well as leading cross-cutting program initiatives (including sourcing program quality support, Technical Adviser provision, continual improvement, partnerships, and other strategic and business projects) and direct strategic programming trends and learning from the region. The Regional Program Director will lead and support the development of innovative practices around learning and thematic excellence
The Regional Programs Director will work with country programmes and Members to support program development and integration of Ambition 2030 and more specifically, support the achievement of the strategy 2016-2018. In consultation with country programmes, the Regional Programs Director will identify capacity gaps and negotiate appropriate TA support with members. Regional Programs Director is responsible to ensure the effective roll-out and improved quality of programs through the roll-out and implementation of SCI’s Monitoring, Evaluation, Accountability and Learning (MEAL) system; and further the innovation on Operational Research.
The Regional Programs Director is also responsible for the Regional, Multi-Country Program unit and the Youth in Action Project. The Regional and Multi-Country Program (RMCPU) is a specialized program unit achieving results at scale by working with Pan African or East and Southern African regional mechanisms. Youth in Action is a multi-country project over five countries in Africa, aiming to establish Youth Agency in livelihoods. The Regional Program Director is responsible for the effective implementation, strategic direction and representation to ensure necessary scale for these projects. For the Youth in Action responsibility, the Regional Program Director, reports to the Centre, the Deputy IP Director.
Additionally, the Regional Programs Director is responsible to ensure that Country Offices are optimally advocating and campaigning that marginalized and the most deprived children survive; learn and are being protected.

QUALIFICATIONS AND EXPERIENCE:
Essential
• Programme design, and results monitoring, operations research and evaluation track record in an NGO or related environment, including experience directing and implementing programmes for children in a range of contexts, preferably with solid experience in more than one of Save the Children thematic areas (e.g. education, public health, nutrition, child protection, youth, child rights and emergency response)
• Substantial international management and relationship management experience in a complex organisation, including demonstrable track record of leading change, which has led to significant results for the organisation and their stakeholders
• Extensive results framework design and implementation, operations research and evaluation experience across both international development and emergency programs, including strong practical experience in project/program monitoring and evaluation (preferably field-based)
• Demonstrated ability to thrive in a matrix management environment. Highly developed interpersonal and communication skills including influencing, negotiation and coaching
• Substantial training and capacity building experience
• Experience in developing and implementing organisational vision and strategies
• Solid project management skills related to organisational development projects and international, cross-functional teams with a proven history of delivering results
• Culturally sensitive, with highly developed interpersonal and communication skills including influencing, negotiation and coaching
• Experience of supporting and developing programmatic staff with different backgrounds and expertise
• Experience of building personal networks at field and senior levels
• Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in
• Ability and willingness to change work practices and hours in the event of major emergencies
• Willingness to travel throughout the region (varying, but expected to be 30% of time)
• Post-graduate qualification or equivalent experience in international development, humanitarian response and preparedness, monitoring and evaluation or a related discipline
• Commitment to Save the Children values

Desirable:
• Significant regional experience in the East Southern Africa
• Good knowledge of French
