Job Summary: The Regional Technical Advisor (RTA) for Nutrition will provide broad leadership around nutrition for the East Africa Region.
As part of a team of technical advisors, the RTA will provide technical assistance for the six country programs in the East Africa Region: Ethiopia, Kenya / Somalia, Tanzania, Uganda, South Sudan and Sudan.
The RTA will create linkages between on-going health, water, agriculture, microfinance, Early Childhood Development and Orphans and Vulnerable Children programs in the region.
CRS – EARO is seeking to improve integrated nutrition programing and continue to implement quality projects that promote behavior change (Infant and Young Child Feeding), provide therapeutic feeding (Community-based Management of Acute Malnutrition), and seek to improve dietary diversity with a focus on the first 1000 days.
Scope of Responsibilities
The RTA for Nutrition will play a key role in the roll-out of EARO’s 2013-2015 strategy, which is informed by the CRS Agency Strategy, through active engagement in the four strategic objective areas focused around:
i) growth;
ii) provision of outstanding technical assistance;
iii) increased learning and sharing and;
iv) provision of outstanding management quality support services.
Key responsibilities are to:
Provide technical assistance for quality nutrition activities in the East Africa region.
Take an active role in promoting implementation of the agency’s strategy on nutrition, promoting gender-responsive, integrated approaches.
Ensure growth in the nutrition portfolio by supporting all stages of the business development cycle
Contribute to the learning agenda set forth in the EARO strategy and by the Global Health and Social Services Technical Team
Contribute to EARO’s strategy to communicate and market core areas in nutrition
Selection Criteria
Applicants must provide a statement of claims addressing the selection criteria below, which should detail suitability to perform the duties of the position including personal qualities, experience, skills and knowledge relative to the selection criteria: Sound knowledge of nutrition and human development, gender-responsive programming, integrated approaches to achieve nutrition outcomes, public systems and service improvement in low income Africa and the broad range of development partners involved in this work
Qualifications
Advanced degree in public health, nutrition or related field
Minimum of 8 years’ experience in international nutrition development either as a technical advisor or nutrition program manager, preferably in Africa
Ability to assist country programs to respond to nutrition emergencies related to conflict and / or drought
Experience in program design/management, program quality and performance assessment as part of ongoing efforts to improve aid effectiveness
Technical competency in nutrition-specific and nutrition-sensitive programming
Experience in community participation in development projects and experience with adult learning methods and tools
Strong analytical skills, sound judgment and the capacity to think and plan strategically, including the ability to produce high quality policy materials and advice for program implementation, monitoring and evaluation
High level English oral and written communication skills, including representation and liaison skills; spoken fluency of local languages a plus
Experience collaborating with local NGOs preferred
High integrity, good stewardship and ability to cultivate constructive relationships
Willingness to travel up to 50% of the time
