Restoration Specialist (Temporary) – Puget Sound Energy – Burlington

Job Description
The Restoration Specialist manages all surface restoration requirements resulting from PSE construction activities. The Restoration Specialist prioritizes and assigns work to Restoration Service Providers to facilitate the complete and final construction work performed by PSE and its Utility Service Providers within public and private Rights of Way. This role requires knowledge and expertise related to Street Use and Right of Way permits, traffic control plans and paving request documentation to ensure completeness and accuracy for Restoration Service Provider to complete the work to the satisfaction of the permitting authority and/or property owner. The position requires knowledge of standard utility construction methods as well as simple and complex paving designs and restoration plans. The position coordinates and resolves issues and questions between jurisdictions, Restoration Service Provider, Utility Service Providers and PSE Project Managers.

Job Responsibilities
Receives and processes all restoration requests; processing to include dividing requests by work type and specific restoration requirement, i.e. Right of Way, private, concrete, asphalt, striping, and landscaping restoration, etc.
Ensures all necessary, relevant and accurate documentation accompanies restoration requests, including active permit, appropriate traffic control plan, and all necessary paving ticket information
Maintains and monitors a list of jobs on a ‘hold’ status, resolves hold issues, and schedules restoration accordingly
Documents restoration service provider invoices, complete PAV tasks, and release Job Close Notifications (JCN) in SAP.
Notifies permit representative for final permit closure upon final PAV task completion.
Maintains database and researches schedule dates and provide timely response to customers, Production Specialists, Project Managers, and jurisdiction inspectors.
Searches database for specific tickets, duplicates by ress, ticket number, job number (querying by request of multiple departments, etc.).
Completes SAP entry of all saw cuts / requests on hold / cancelled tickets / tickets (to ensure visibility of PAV task status in SAP, completed in both PAV task as well as long text notes).
Re-opens Closed Status SAP jobs needing surface restoration.
Searches and provides status for 811 locate tickets.
Maintains GIS system management database for ress and location / map books when queried for locations.
Responds to damage claims to ensure prompt processing of requests to meet restoration per PSE/Restoration Service Provider Metrics.
Interacts with Restoration Service Provider and PSE C & SP PM’s to resolve issues requiring approvals, corrections and itional tickets.
Completes quarterly inventory of documentation for date range/ spread sheet/ contact with restoration service provider.
Backs up and able to retrieve documentation for reference.
Resolves missing data with service provider’s foreman to ensure correct documentation.
Supports emergency response work as requested including immediate and extended restoration efforts.
Performs other duties as assigned.

Minimum Qualifications
Two year Associate’s Degree or better in Engineering or related discipline, or equivalent combination of education and experience
At least two years relevant work experience
Working knowledge of construction and restoration practices, traffic control plans, street use permits and associated requirements
Proficiency with Microsoft Office suite
Excellent written and oral communication skills
Ability to proactively resolve conflict in a professional and respectful manner
Excellent customer service skills
Excellent attention to detail

Desired Qualifications
2+ years of experience as a paving coordinator or restoration specialist
Experience with SAP
Knowledge of natural gas and electric distribution systems
Knowledge of data management and reporting

The expected length of this temporary assignment is between 9-15 months.
