RMNCAH Advisor – Turkana – Options Consultancy Services

Responsible for improving the quality and utilisation of reproductive, maternal, neonatal, child, and adolescent health services, the Family Planning/ Reproductive, Maternal, Newborn, Child and Adolescent Health (FP/RMNCAH) Advisor will identify context specific interventions for maternal, newborn, child health, and Water, Sanitation and Hygiene (WASH) in line with the particular circumstances in the target sub-counties, and build capacity of government partners at county, sub-county and facility level to implement these approaches.

Main Tasks
Technical Leadership and Advisory Services
• Provide technical guidance, advice and support to project counterparts to effectively implement activities across a broad range of service delivery areas, including:
• Quality improvement along the FP/RMNCAH continuum of care
• Maternal and Perinatal Death Surveillance and Response (MPDSR)
• Respectful maternity care
• High impact and locally appropriate interventions, such as KMC, birthing cushions, youth friendly services, post-abortion care
• Treatment and management of STIs including HIV (eMTCT)
• Integrated management of childhood illnesses (IMCI)
• Improved inter-facility referral
• Improved blood availability
• Family planning service delivery including long-term methods (through static clinics and outreach)
• Nutrition and WASH
• Work with hard-to-reach or marginalised communities

Capacity Development
Promote the development of health workers and management staff capacity in the above areas through a broad range of approaches such as curriculum development and training, one-on-one mentorship and on-the-job training, supportive supervision, etc.
Project Management
Effectively plan, deliver and evaluate the implementation of activities and critically reflect and improve on project strategies to promote MNH quality service delivery
People Management
Supervise RMNCAH Officers, and effectively source and manage short term consultants to support priority activities
Partnership and Team Work
Work closely with other project staff to ensure that project strategies and approaches are delivered in a coherent and coordinated way, in line with log frame targets, and build partnerships with other key organisations to promote synergy and workable partnerships
Performance Monitoring
Routinely use data to inform and improve decision making on RMNCAH interventions and project adjustments, particularly for improving quality of care

Person specification
• The candidate will hold at minimum a bachelor’s degree in a clinical field. Master’s level clinical or public health education would be an added advantage
• S/he will have proven senior experience (at least 5 years) in implementing complex RMNCAH programs in Sub-Saharan Africa, preferably in Kenya.
• S/he will have experience in monitoring FP/RMNCAH activities for routine tracking and routine
• The candidate will have demonstrable experience working with ‘har to reach ‘/marginalise groups. Experience working with adolescent reproductive health would be an added advantage
• The candidate will have experience in managing donor-funded programs and demonstrated ability to work effectively with all kind of stakeholders: government representatives, local community organisations, for-profit private sectors entities
• The candidate will have experience in managing and supervising a technical team
• The candidate will be fluent in English and Swahili.
• A practical knowledge of the Turkana context would be an added advantage

Afya Timiza project is contributing to improve the quality and accessibility of Family Planning and Maternal, Newborn, Child and Adolescent health services by supporting sustained change planning and provision of and access to more efficient health services in Turkana and Samburu counties. Afya has a strong focus on reaching remote and nomadic communities.
