Senior Monitoring and Evaluation Officer – Nairobi – World University Service of Canada

World University Service of Canada (WUSC) is a Canadian non-profit organization with a mission to foster human development and global understanding through education and training. WUSC is working in partnership with Windle Trust Kenya (WTK) to implement the Kenya Equity in Education Project (KEEP) which will improve retention and performance of marginalised girls in primary and secondary school in northern Kenya. KEEP will also contribute to the opportunities of refugee girls and their families by investing in their future capacity to succeed.

General Duties
The KEEP Senior M&E Officer will provide leadership on M&E activities and ensure quality oversight in order to meet project obligations and donor requirements. The Senior M&E Officer is expected to provide technical and programme expertise to ensure efficient, effective and timely planning and execution of the various project M&E processes and activities. Specifically, the Senior M&E Officer is responsible for the following:
• Implementation of the KEEP Monitoring and Evaluation framework
• Ensuring M&E tasks required (planning, coordination of monitoring and data collection activities, training of staff, etc.) are effectively carried out in accordance with the DFID contract.
• Developing monitoring and evaluation systems linked to key indicators for the purpose of informing program activities and reporting to the donor.
• Providing high quality technical expertise on planning, development and implementation of M & E systems to KEEP staff, WUSC and WTK staff;
• Ensuring regular communication and coordination with regard to the collection, coordination and exchange of M & E information with project staff in Kenya field locations and Canada.
• Providing support to the External Evaluation process through coordination and communications of activities and data requirements.
• Developing appropriate tools and systems for tracking and monitoring progress, incorporating a continuous improvement approach to KEEP M & E activities and support systems.
• Continuously analyze and improve M & E systems in coordination with the KEEP M & E Advisor to ensure that systems align with changes and developments in project evaluation methodology.
• Ensuring all KEEP program activities develop and apply M & E systems which meet the evidence-based data collection requirements.

Specific M&E Duties:
M & E Design/Quality Assurance
• Develop tracking and monitoring tools for routine tracking and collecting of monitoring information.
• Ensure project tools are being used effectively by project staff and that the data they are collecting informs the results intended.
• Ensure that tools in use meet the needs of the project and that staff have the capacity to utilize them effectively for reporting and monitoring of progress.
• Ensure that data collected through M & E processes is reliable, accurate and complete – to the extent possible in the project context.
• Apply a continuous improvement approach toward the school attendance and performance data collection process to ensure it is as efficient as possible.

Data Collection
• Ensure M & E that activities are completed in a timely manner to contribute to high quality and accurate reporting;
• Manage on-going data collection processes , analyses and internal verification for project evaluation purposes;
• Identify monitoring needs based on program implementation and collect data that effectively informs on-going progress;
• Identify gaps in M & E data collection and problem solve improvements to maintain effective M & E processes.
• Ensure that accurate and complete monitoring, evaluation and data collection and files are set up, maintained and updated;
• Ensure that termly attendance and performance data is collected from schools, cleaned and checked for accuracy and completeness, and is sent to Ottawa as per established deadlines.
• Work closely with the Girls Education Specialist and other colleagues to identify on-going needs for project data which contributes to progress reporting;
• Ensure that all KEEP staff are informed of significant issues and developments with regard to the monitoring and evaluation of the program, and offer recommendations for possible courses of action;
• Coordinate with external independent evaluators who will be conducting research and analysis throughout the project to verify achievement of results;
• Identify training needs of staff working on the project and recommend actions for improving capacity with regard to M & E;
• Support qualitative data collection for the purposes of documentation and dissemination of lessons learnt; and
• Support planning, logistics and coordination of WUSC staff and KEEP consultants/technical assistance visits as required.

Reporting Duties:
• Ensure timely and regular monitoring and evaluation data is shared with KEEP colleagues to feed into reporting cycles in an efficient and timely manner, in accordance with the DFID standards and contractual requirements:
• Maintain specific data sets for reporting that are not captured through the KEEP database, (i.e. remedial program tracking).
• Ensure that regular updates on KEEP monitoring and evaluation processes and nges are communicated and shared with project staff.
• Assist as required with all relevant project reports and DFID requirements;
• Respond to requests for information from KEEP staff, project partners and WUSC/WTK Senior Management;
• Respond orally and in writing to inquiries concerning the project;
• Other duties as required.

Expected Qualifications for Senior M&E Officer
• Master’s degree in a relevant field or equivalent mix of education and experience;
• A minimum of eight years of experience in the field of monitoring and evaluation of development programs;
• Must be a Kenyan national
• Experience working with international development partners, international non-governmental organizations and donors;
• Experience with monitoring and evaluation concepts and principles is required;
• Knowledge of quantitative data collection and analysis is preferred;
• Knowledge and understanding of research and data collection methodologies is required;
• Knowledge of international development, and with issues that impact refugees and host communities;
• Experience working with ethnically diverse communities and with projects implementing gender mainstreaming strategies;
• Must be a team player;
• Demonstrated high level written and verbal communication skills in English and Kiswahili.
