Senior Program Engineer – Nairobi – AECOM International Development Inc

Introduction: AECOM is implementing the Somalia TIS+ Project to promote good governance and community cohesion. USAID/EA’s Somalia Office anticipates that the need for quick impact stabilization activities will continue given the fragile nature of the nascent government and the existence of an insurgency in parts of South Central Somalia. At the same time, Somalia, particularly under the New Deal and the new internationally recognized government, is looking to move from crisis and stabilization to medium and longer-term development. The objectives of this contract are to: 1) Increase confidence in governance based on equitable participation in decision making and management of community assets. 2) Empower community and government representatives to engage with private sector and development actors in a collaborative process for community growth. 3) Increase Somali engagement in creating a more stable future. 4) Support inclusive, sustainable development by reducing gender gaps in stabilization and development.
Objective: AECOM is recruiting a Program Engineer for the TIS+ program. The position requires regular travel to remote project sites with a high element of security management required. The overall objectives of the position is to lead / ensure high level quality assurance and control processes and outputs for all TIS+ infrastructure activities under the PIKA. The position will require a high level of technical competency on small scale infrastructure and capacities for efficient remote oversight for Somalia based infrastructure programming, resourcefulness, independence, and problem-solving while operating within USAID and AECOM regulations.

Principal Duties and Responsibilities:
The Senior Project Engineer will be responsible for:
• Planning and design oversight, in consultation with USAID, TIS+ program counterparts, DCOP, Senior Activity Officer, PDOs, and local staff, of small scale infrastructure projects including new construction and rehabilitation works;
• Overseeing and performing as needed, technical assessments for community infrastructure projects;
• Contributing technical inputs to PIKA design and preparation of idea templates/PIKA proposals;
• Supporting project implementation:
• Preparing or overseeing technical specifications, design drawings and accurate BoQ for RFPs and RFQs and direct implementation by TIS+;
• Generating designs and/or evaluating construction plans and technical drawings;
• Providing substantive technical inputs in bid analysis on RFPs and RFQs;
• Contributing to community based contracting technical competency and ongoing QA/QC;
• Collaborating with TIS+ sub-contractors and community based monitoring entities on: site identification and site layout of construction projects;
• Structuring appropriate infrastructure handover from TIS+ to grantees to end-user(s);
• Ensuring appropriate sustainability approaches and systems are built into each PIKA and ‘owned’ by the grantee / end users;
• Securing adherence to TIS+ policies, procedures, terms and conditions.
• Supervising TIS+ local infrastructure staff (expected to be under PIKA) including community based project monitors and construction supervisors.
• Monitoring the appropriate use of materials on projects and compliance with design documents and specifications;
• Monitoring quality and quantity of construction materials and equipment and verifying against contract terms, inventory reports, and accepted construction standards in Somalia;
• Supporting community based and TIS+ staff monitoring of progress and quality of work of TIS+ sub-contractors with respect to contract deadlines and deliverables;
• Submitting reports and updates on work progress to TIS+ senior program management in timely manner;
• Evaluating contractor or grantee change order requests and making written recommendations to TIS+ management for written response–prior to accepting or implementing any change orders;
• Leading collaborative approaches to problem solving between key stakeholders and grantees;
• Identifying and implementing job site efficiencies to save time and maintain/reduce cost while not sacrificing job construction quality;
• Organizing and verifying certification of achievement of works;
• Overseeing technical compliance with payment schedules and tracking of payments according to subcontracts;

Required Qualifications:
• 5 years or more engineering and construction / project management experience in international environments.
• Experience preparing BOQs and overseeing the selection process for construction projects.
• Proficiency in AutoCAD, Excel and other computer applications.
• Experience working in conflict zones
• Proven capacity and experience in remote infrastructure management
• Grants management experience
• Familiarity with USAID rules and regulations preferred.
• Oral and written fluency in English.
• Proven positive experience mentoring and building capacity of local staff and engagement with community based contracting.
• Highly flexible and willing to work under conditions of ongoing change.

Preferred Qualifications:
• Experience in Somalia and Somali language skills
