Position Overview:
Heshima Kenya is a nonprofit organization based in Nairobi Kenya dedicated to identifying, protecting and empowering unaccompanied refugee minors and young women through our specialized shelter, education and advocacy programs. The Senior Program Manager will have overall responsibility of managing Heshima Kenya programs. Specifically, the SPM will be responsible for program planning, implementation and providing leadership to over 4 program managers and their teams in delivery of their programs and projects short and long term objectives. The position is part of the senior country management team and reports directly to the Country Director.
Primary Responsibilities:
1. Responsible for the overall management, planning, Organizing, assessing and implementing of all Heshima Kenya programs
2. Will oversee development and review of all programs and project description including setting up the timed programs planning cycle
3. Responsible for development of Annual Operational Plan and submission to the CD for approval
4. Coordinates relevant program activities towards achieving expected results in accordance with monthly, quarterly and annual the work plans in line with set organization standards and donor requirements.
5. Leads in development of concept notes and full proposal development for all programs ensuring they meet set donor requirements and standards before submission to the Country Director for final review and submission to donors.
6. Supports M&E coordinator in development and setting up effective programs monitoring and evaluation systems, research and setting up the appropriate structures to support in improving program quality, efficiency, effectiveness and sustainability.
7. Oversees establishment of an effective data management system and ensure proper management of the same by all programs for timely program delivery
8. Will be responsible for providing leadership to all the program managers and their teams by ensuring provision of technical support, timely and effective coordination, and supervision, conflict resolution, coaching and mentoring and management of all related disciplinary issues including taking appropriate actions on the same.
9. Will oversee all performance management issues related to all the programs under him/her
10. Ensure efficient and effective functioning of all program operations, including organizing program meetings, document the proceedings, and ensure timely management of information
11. Oversees the process of reviewing, consolidating work plans, reports and other documents from the program managers ensuring desirable quality and standards.
12. Will be responsible for development of terms of reference for all program evaluation and research work to be undertaken by consultants and submits to the CD for approval
13. Oversee all program research processes in the organization including review of final reports to ensure they are in line with the approved TofR and agreed standards before submission to CD and donors/partners
14. Prepares and compiles monthly and quarterly program progress reports inputting ultimate quality before submission to the Country Director, partners and donors
15. Ensures that all child protection issues are effectively handled; communicate relevant and urgent details to focal staff and any emergency cases to the Country Director.
16. Work closely with the support functions of finance, procurement, human resources and administration for effective coordination and support of program team in delivery of the program objectives
17. Support in strengthening Heshima Kenya’s referral network
18. Participate in partner and donor meetings, support donor outreach as may be designated by the supervisor.
19. Set dates and coordinates all program bi-weekly and monthly meeting
20. Undertakes any other assignments/tasks as directed /allocates by the supervisor
Required skills, experience and academic qualification
The successful candidate will be expected to have a minimum of the following
• Masters degree in project planning and management/business administration /any other social science discipline
• First degree in any of the following disciplines: Sociology, social work, economics, anthropology, political science
• Hands on experience and skills in project planning and management
• Strong and proven hands on experience in Project Cycle Management Processes
• Strong skills and experience in strategic planning and management
• Practical understanding of various community participatory methodologies
• Over 6 years experience working at senior management level in non – profit organizations
• Proven and sound people management skills including team building skills, performance management, conflict resolution and management, coaching and mentoring
• Good interpersonal relation and communication skills
• Strong skills in proposal development and report writing
• Monitoring and evaluation skills including setting up monitoring and evaluation systems
• Good understanding of donor relations and current trends in nonprofit organizations
• Good in negotiations
