Senior Programme Associate – Nairobi – World Food Programme

The World Food Programme (WFP) is the world’s largest humanitarian agency, fighting hunger worldwide. We are currently seeking to fill the position of Senior Programme Associate – Data Management & Analyst, in support of the Regional Bureau for East & Central Africa (RBN), based in Nairobi, Kenya. The Regional Bureau provides strategic guidance, policy/technical support and direction to WFP operations and activities in nine countries: Burundi, Djibouti, Ethiopia, Eritrea, Kenya, Rwanda, Somalia, South Sudan and Uganda. It is also a lead in data management and visualization for improve programme decision making.
Job Purpose: To provide effective coordination and specialized data management and analysis support to improve the visualization, analysis and use of monitoring and evaluation data to better inform operational and strategic decision.

Expected Results: Under the overall supervision of the Monitoring & Evaluation Officer, the Senior Programme Associate – Data Management & Analyst will be responsible for the following duties:
• Provide efficient coordination and specialized project management support in the field of database management, data analysis, reporting and visualization. Act as an escalation point for complex query resolution on database, data analysis and dashboard.
• Design, develop, test and implement M&E database systems for the regional office and support Country Offices in doing so. Administer, review and support information systems, with special focus on monitoring data and evaluation data.
• Support Country Office and other Regional units in building complex questionnaire on tablets using ODK, xls form and xpath, as well as support substantial data analysis of process and outcome data, ensure deliverables adhere to corporate standards and quality control.
• Support the capacity building of WFP staff, cooperating partners and national government within xls questionnaire building, data management, analysis, visualization, and reporting. Prepare technical and user documentation of systems and guidelines. Train users on the use of database systems and provide first line support.
• Contribute to the development of data models, physical database structures, graphic user interfaces, standard queries, reports and on-line dashboard; as well as the development of systems that allow Country and Regional Office to follow up on and close monitoring issues and recommendations
• Monitor, improve and troubleshoot any system bottlenecks and other situations that affect negatively on systems and applications performance.
• Establish data interface with food security and nutrition database developer and contribute to harmonize reporting of outcome indicators, findings and recommendations.
• Coordinate and liaise with internal and external counterparts on a range of complex matters to enable effective collaboration, implementation and monitoring of ongoing project activities.
• Perform other related duties as required.

Qualifications and Experience
Education: Successful completion of secondary school education, preferably supplemented by A post-secondary certificate in the related functional area, including Computer Science, Information Technology, Statistics, Economics, or Sciences. A degree in the mentioned fields is an added advantage.

Experience:
• A minimum of seven years (may include post-secondary education) of relevant work experience with at least two years in Information systems design and development using programming languages Xlm (Xpath), Javascript, Java, SQL., etc.
• Prior experience with a humanitarian organization or with analysis of food security, nutrition and monitoring data would be an added advantage.

Knowledge & Skills:
• Strong working knowledge of relational databases, particularly MS SQL Server 2000/2005, PHP, HTML and MS Access is essential;
• Possess skills in Web Server Administration particularly ISS and Apache alongside web development skills (ASP.net);
• Experience in developing applications for mobile devices is key, including building complex questionnaire on tablets using ODK, xls form and xpath;
• Knowledge of Statistical Package, excel and advance statistic with strong attention to detail and accuracy is essential;
• Should be able to maintain accurate/precise records, to perform detailed work and to handle a large volume of work quickly and accurately under time constraints;
• Creative problem solving skills;
• Should be able to work independently with minimum supervision;
• Courtesy, tact and the ability to work effectively with people of different national and cultural backgrounds.

Language: Fluency in both oral and written communication in English is essential. Ability to communicate orally and in writing, knowledge of French is a distinct advantage.
Desirable skills:
Training and/or experience using MS Word, MS Excel, MS PowerPoint and outlook.
