International Business and Technical Consultants Incorporated (IBTCI) is recruiting a Senior Researcher/ Statistician for a baseline survey team to help execute a Task Order issued by the USAID/East Africa /Somalia Office. As the holder of the Somalia Program Support Services (SPSS) contract, IBTCI will be conducting a baseline survey to support a program engaged in formal and informal education activities in Somalia. The purpose of the baseline study is to establish pre-intervention (baseline) measurements that can be tracked during the upcoming phase of the project activity, and used to compare end-line measurements via a performance evaluation.
This position is based in Nairobi, Kenya with frequent travel to Somalia, and is full-time, beginning in April 2015 to approximately July 31, 2015. Some of the work may be conducted remotely.
The assignment includes the following tasks:
Develop quality control procedures, data entry manuals and codebooks
Conduct and document pre-tests
Calculate sampling weights and provide clear definition and documentation on follow-up, field procedures, analysis and estimation plans
Provide oversight of survey data collection
Follow international standard quality control standards and quality assurance procedures
Adhere to standard USAID requirements (disaggregation by sex, region, etc.)
Provide logical control and codification of survey questionnaire
Prepare data cleaning rules used for cleaning the raw data
Provide database cleaning and prepare data for further analyses
Add field staff codes, and calculate non-response weights
Develop code book used for codifying of open-ended questions in the questionnaire
Develop a computerized metadata system
Report on response rates calculation and follow-up efforts
Prepare summary of the data entry and data documentation procedures and formats
Help provide a User’s Guide for the data, including a description of all variables collected and constructed
Provide un-weighted as well as weighted frequency analysis of survey results
Ensure adherence to rules for data cleaning, handling of missing data, imputation techniques, weight calculation, and point and variance estimation techniques
The Senior Researcher/ Statistician should meet minimum qualification requirements:
Strong quantitative research and analytical skills
Experience in development of new tools or adaptation of existing tools for establishment of pre and post intervention competency levels for students and tutors of non-formal education institutions/centers;
Experience in pre-test, pilot test of tools, development of instructions, training manual for training of field staff in data collection, data processing, data analysis and reporting;
Strong experience in testing development hypotheses (theory of change), and in the triangulation of qualitative and quantitative findings;
In-depth experience in data collection methods and means to mitigate data collection challenges in multilingual and multicultural environments;
In-depth experience of mechanisms applicable to unstable and insecure environments to mitigate risks and ensure collection of necessary data;
Professional in statistical software (SAS/STATA & SPSS)
Excellent communication (written and verbal) in English. Somali language skills desirable
