The International Planned Parenthood Federation (IPPF) is the world’s largest non-governmental organization working in the field of sexual and reproductive health information and services. It has six Regional Offices, (Western Hemisphere based New York, East and South East Asia and Oceania Region in Malaysia, Arab World Region in Tunis, South Asia Region in India, European Network in Brussels and the Africa Regional Office in Nairobi, Kenya). The international secretariat is in London, UK.
Social Franchising has been identified as a key strategy for IPPF to deliver on its commitment to serve a total of 60 million new users between 2012 and 2020. By partnering with existing private health providers with similar aims to IPPF, the federation will scale-up access to high quality care for some of the world’s poorest and most under-served people.
To better support Member Associations (MAs) to apply a consistent, and quality approach to social franchising (SF), the SFWG supported the development of a ‘Draft Zero’ Social Franchising Operations Manual (Annex 1). The Manual is intended to guide MAs in developing their own SF systems that are consistent with best practice, responsive to local needs, and aligned to a standardised approach as applied throughout the Federation. The Manual has been made available across the federation, and to date, about 14 MAs in African Region have started implementing service provision through partnership with other service providers in an arrangement some call Associated Clinic and some call Social Franchise. Moreover, almost all of the MAs in the Africa Region have indicated “enabling others” as one of the strategies to be used in the implementation of their new Strategic Plans.
Although the Africa Regional Office (ARO) is providing technical and financial assistance to some MAs in initiating and scaling up these efforts, it is felt that this technical assistance needs to be focused and more strategic for better result. In line with this, a consultancy support to ARO to coordinate and streamline Social Franchise initiatives across the member associations in the Africa Region has been planned;
Purpose and objectives of assignment:
Purpose:
1. To support ARO to strengthen the Africa Region’s Enabling approach, and set of tools to use in supporting Member Associations to develop a well-integrated social franchising systems.
And
2. To support selected AR MAs to develop detailed plans in line with their strategic plans and processes
Objectives:
1. To strengthen ARO Enabling approach, and set of tools to use in supporting Member Associations to develop social franchising systems.
2. Support ARO in developing a standardized SF service data collecting tool, in coordination with the wider IPPF Social Franchising working group.
3. Work with ARO SF Focal person and Perform Manager in developing a tool for monitoring Quality of Care in SF initiatives.
4. Support ARO in disseminating the SF operational manual, partner screening tool and agreement templates.
In consultation with key stakeholders in ARO and Central Office, develop branding guidelines for ARO MAs to use.
5. Train key ARO staff in application of the tool.
6. To support AR MAs to develop detailed plans and to learn from experiences across the region.
7. Work with ARO SF Focal person to map AR MAs in regards to their current social franchise status or other forms of partnership with similar objective (no of franchisee, model type, type of agreement, etc) – based on the 2014 survey. This will also involve gather data on how the MAs are financing – or planning to finance – their social franchising systems, the opportunities they have available and any challenges faced.
8. Work with ARO SF Focal person to develop a list of clusters of AR MAs based on criteria such as MA capacity, readiness, identified needs, etc for purposes of identifying specific assistance, prioritization and follow up.
9. Assist in a systematic planning of SF initiatives in AR MAs that have interest to implement SF.
10. Provide ad hoc reports to MAs to implement their plans as required
11. Support ARO in organizing a SF learning forum (facilitation and process management).
