Team Leader – Bungoma – Options Consultancy Services

Options is seeking a Team Leader to lead a new programme to reduce maternal and neonatal deaths in Bungoma County in Kenya. The Team Leader will be responsible for the overall strategic leadership, managerial oversight and technical direction of the programme, leading a team of technical experts and administrators and key point of contact for partners and stakeholders.

Responsibilities
• Provide overall technical and strategic leadership and strategic guidance to the programme team and consortium members, to ensure all deliverables are met on time and meeting appropriate standards of quality
• Oversee financial management, reporting and implementation of the programme in collaboration with the Senior Programme Manager and in-country key advisors
• Work closely with the Options’ UK based Programme Management Team to regularly coordinate and update the work plan and ensure adherence to the project budget
• Lead all discussions with DFID on technical issues of payment deliverables, and be responsible for monitoring the quality and timeliness of the delivery of project milestones, reports, etc
• Trouble shoot to support the smooth implementation of the programme including timely reporting to DFID, UNICEF and the Ministry of Health/County Health management Team
• Act as Options’ key contact in Kenya for the programme, responsible for representation of the consortium and engagement with government and other stakeholders to build effective relationships
• Serve as the key point of contact for government, DFID and other sector stakeholders
• Coordinate, oversee and manage inputs from all consortium members
• Ensure security systems are effective and adhered to by all staff and consultants, in collaboration with the Kenya Maternal Neonatal Health Security Focal Point (the Head of Programme Management)

Person specification
• Post-graduate qualification in public health or equivalent
• Demonstrable knowledge of Kenya’s current health policy and plans
• Specialist knowledge of health systems strengthening in developing countries
• Excellent quantitative and qualitative analytical skills
• Excellent planning and people management skills
• 10 years programme management and planning experience, including substantial public health sector experience
• 10 years providing technical assistance, including long term, embedded technical assistance to Government, in a team leader role
• Good grasp of best practice in human resources for health, financial management, procurement, quality assurance
• Extensive diplomatic skills with awareness of cultural differences.

About the programme
Options is leading a DFID-funded programme of health systems strengthening and demand-side financing to target the poorest women in Bungoma County and implementation of an innovation challenge fund across six DFID-supported counties (Bungoma, Homa Bay, Nairobi Slums, Kokamaga, Garissa and Turkana). The programme is part of wider DFID support to reduce maternal and neonatal mortality in Kenya through increasing access to and utilisation of quality maternal and newborn health services.
