Options is seeking a Team Leader with specialist knowledge of Results-based Financing (RBF) to lead a new health focused project that will design and implement RBF activities (including both demand side and supply side financing) to save the lives of mothers and newborns in selected counties in Kenya.
Responsibilities
• Project representation: serve as the project representative, liaise with stakeholders and development partners
• Work closely with Options’ technical specialist to design RBF mechanisms suited to the county context and aligned with established national RBF mechanisms
• Project leadership: provide strategic leadership to county activities, ensure project activities achieve project objectives
• Project reporting: oversee project financial management, present project reports
• Quality assurance: set up processes to ensure effective quality assurance of project activities (management and financial monitoring and reporting, HR systems, procurement processes, etc.)
• Team management: line management of project staff, planning of international technical expertise to support implementation
• Operational management: set-up project systems for smooth and efficient functioning of the project
• Provide advice and build technical capacity of county teams to roll out RBF projects
• Ensure robust anti-fraud mechanisms are in place and strictly adhered to
• Coordinate and liaise with national RBF initiatives: Ministry of Health Project Management Unit and National Voucher Management Agency and the NHIF
Person specification
• Graduate qualification in health financing or equivalent
• Knowledge of RBF programmes in Africa, preferably Kenya, with at least seven years’ experience of working with RBF for health programmes
• Experience of designing RBF/voucher programmes, working with service providers and community groups
• Experience of using and/or developing MIS (databases) in RBF programmes
• Knowledge of health systems design
• Understanding of Kenya’s current health policy and plans
• Experience of coordinating with other donor funded technical assistance health programmes
• Experience of managing health service provision and understanding of delivery of community health
• Experience of managing donor funded multi-year health programmes in a public sector setting
• Excellent planning and people management skills
• Excellent consensus building, influencing and negotiating skills
• Excellent quantitative and qualitative analytical skills
• Excellent verbal and written communication skills
• Self-starter; self-reliant with excellent organisation, coordination and planning skills
