1.0 BACKGROUND
1.1 AAH Kenya Background
ACTION AFRICA HELP KENYA (AAH Kenya) is a non-governmental organization that addresses development challenges in partnership with marginalized Kenyan communities mainly living in low income urban and rural settings including arid and semi-arid areas (ASALs). AAH Kenya is an affiliate country program of Action Africa Help International (AAH-I), which has been operating in the East and Southern Africa region for more than 20 years implementing programmes in South Sudan, Uganda, Zambia, Somalia and Kenya.
1.2 Mara Project Background
Mara Division is located in Narok West Sub-County, Narok County, which borders Tanzania in the South. Narok County is among the richest counties in Kenya. Large-scale wheat farming is practiced in the high-potential zone and the world famous Masai Mara Game Reserve occupies much of the County. Mara and Loita are the poorest divisions in Narok primarily covering the rangelands with low agricultural potential and mainly wildlife area. Mara Division covers 4,964 km and has a population density of approximately 9 people per km2 which is divided into four wards: Mara, Naikarra, Siana and Ilmotiook.
AAH Kenya is implementing a two-year project (The Mara Enterprise Development Project) in Mara division funded by Bread for the World (BftW), Germany. The project’s goal is to support development of an ‘entrepreneurial mind-set’ in community members in the Mara area, in order to strengthen their resilience and capacity to lead their own development.
Since 2015, the project has been working on three intervention areas namely;
1. Women in Trade: Support to women in trade by equipping them with business training. This is mainly through community radio listening sessions and training in bead work in line with market needs. Moreover, the training also aimed at product improvement so that they can fetch better prices.
2. Livestock Producers: Support to Mara livestock producers through exposure visits, capacity building and market linkages. Producers are organized into three cooperatives namely Nkoilale Community Marketing Cooperative Society, Rimpa and Mararianta Cooperative Society, who have started marketing their livestock through cooperatives in order to have better bargaining power and make better earnings in the livestock value chain..
3. There has also been an effort to diversify livelihoods by introducing fish farming To date, the project has supported the communities in setting up and stocking two fish ponds in Nkoilale School and Leshuta’s House of Love children’s home. All these interventions are geared towards improving household incomes for about 3,000 households in Mara division.
4. Youth- The youth initiative seeks to improve livelihoods for youth through training in entrepreneurship and life skills. A needs assessment carried out in the area identified knowledge and exposure to entrepreneurship and life skills as major gaps existing for Mara youth. Out of school youth expressed frustration at frequent failure of businesses started either individually or as a group due to these gaps.
2.0 CONSULTANCY
2.1 Terms of Reference
With the rapid pace of technology adoption across the world, there is an opportunity to have the youth trained through the digital platform to build their skills and connections that are essential for business management. It is on this basis that AAH Kenya is seeking services of an eligible digital firm to conduct youth training using a digital platform with different modules on entrepreneurship and life skills, preferably on a mobile platform that can allow scaling after the initial pilot. The platform should be able to assess the progress as the learning continues. The target for the pilot is 100 youth in Olderkesi, Nkoilale and Mararianta.
2.2 Overall Objectives of the Youth Digital Training
The overall objective of the assessment is: To train and measure behavior and impact of youth out of school using a digital platform that allows for remote monitoring and mentoring of youth based on individual interests. This should be a simplified training that accommodates a population with low levels of formal education. It is also key that the program supports aspiration through youth empowerment.
2.3 Scope of Work
The Consultant/consulting firm will;
• Provide the digital platform for training designed for use in remote off-grid areas and that can be used by people with limited literacy skills. This will be a pilot with capacity for scalability and replicable across different contexts in Kenya.
• Engage and create interest in youth out of school in the target area.
• Follow up on progress of the training for the period of this consultancy
• Provide an update of youth response to the platform and the training and suggest any changes in targeting if necessary.
• Work closely with the AAHI project officer to develop a follow-up plan at the end of the training targeting the youth who will have shown the most interest and progress for further facilitation in developing their business ideas.
3.0 METHODOLOGY
AAHI will link the consultant with the youth that have already been sensitized for training. The Consultant will work together with the AAHI project staff to identify and train local facilitators who will ensure target youth have access to the necessary equipment during the training period. The consultancy firm will provide a platform that is innovative enough to allow access by youth with limited literacy to learn, access mentorship and be able to get answers to their questions during the learning process. A monitoring and evaluation system needs to be available so that learner progress can be easily monitored.
4.0 KEY DELIVERABLES
Based on this TOR the consultant shall deliver the following:-
1. Provide the platform for engaging the youth in training
2. Provide ready content for training youth in entrepreneurship and life skills.
3. Engage, interest and register at least 100 youth on the training platform
4. Provide progress reports of youth engagement with the platform and training
5. Make clear recommendations on specific youth who have shown high level of engagement and interest for progress in business development
6. Provide a final report on all aspects of the training and give recommendations on what needs to be done to replicate and scale the training in the area.
5.0 TIME FRAME
The assignment is expected to take a maximum of 15 days effective 7thth November
2016, and final reports should be submitted to AAH Kenya not later than 25th November 2016.
6.0 Skills and Qualifications of the Consultant Firm.
The consultant firm should possess the following qualifications:
a) Staff with relevant qualification in training, marketing and IT
b) Demonstrable experience in carrying out business, entrepreneurship and life skills’ training in youth.
c) Experience working with community groups with no or limited literacy levels
d) Excellent spoken and written communication skills in English and Kiswahili.
7.0 Proposal
Interested consultants must include in their submission a proposal detailing both technical and financial aspects to include:
• Understanding and interpretation of the TOR.
• Approach to be used in undertaking the assignment.
• Time and activity schedule.
• Curriculum vitae of any personnel to be involved in the activity.
• Financial – a clear cost proposal in Kenya shillings for the consultancy.
• Samples of previous work. Give at least two.

Evaluation and Award of Consultancy
AAH-I will evaluate the proposals and award the assignment based on technical and financial feasibility. AAH-I reserves the right to accept or reject any proposal received without giving reasons and is not bound to accept the lowest or the highest bidder.
