Role Purpose: The Value Chains Expert will lead in identifying and developing high potential value
chains in selected counties\towns.
They will use a holistic value chain approach to analyse, design and develop the value chains and identify inter-linkages with similar value chains in the county and at the national level.
They will package the value chains in a manner that can attract private investors.
Key Responsibilities:
Develop and manage strong relationships with the county government, private sector participants and CSOs to ensure that the SUED programme has local ownership and support
Undertake value chain analysis to co-develop with county stakeholders a vision of a more competitive industry and develop roadmaps for achieving competitiveness
Define market driven interventions by use of proven market research tools to conduct in-depth end-market analysis, market channels, constraints, risks and benefits
Provide strategic and technical oversight for the work stream throughout the programme
Design interventions that support value chain competitiveness – build local capacity to respond to dynamic markets, and use incentives to catalyse broader change without negatively distorting markets
Facilitate iterative learning to allow for adaptive change in project strategy to ensure delivery of results.
Contribute to the PMU’s knowledge management leveraging learnings from the VCs.
Desired Competencies and Experience
A Bachelor’s degree in Economics, Business or a relevant social science
A minimum of 8 years of experience in a relevant field, including Value chain development, Rural business development
Strong Project Management skills and deep understanding of project financing
Demonstrated experience of using market system facilitation tools, preferably with experience across a range of urban value-chains, experience designing and implementing access to finance risk-sharing mechanisms
Demonstrated knowledge of the devolution of functions of national vs county governments and working experience with county government – proven ability to create buy-in and build consensus among stakeholders
Results oriented, with proven track-record of working to achieve project targets
Excellent communication skills.
