Reporting to the National Global Fund Coordinator
Job Description: The overall responsibility of Pharmacist is to provide technical support to Principal Recipient (The National Treasury) in managing medicines and health products funded by Global Fund grants for HIV, TB and Malaria in Kenya.
Specific responsibilities are;
Provide linkage between Principal Recipient and Sub-Recipient (TB, HIV and Malaria National Control Programs), Procurement agent (KEMSA),Kenya Pharmacy and Poison Board and other health products regulatory authorities in procurement and supply chain management of health and non-health products
Provide technical support to the Sub-Recipients in preparation and tracking of Global Fund procurement and supply management plans (PSM) for health products, work plans, budgets and performance targets
Support and advise Sub-Recipients on forecasting, quantification and preparation of technical specifications of pharmaceuticals, health products and equipment to be procured under
GF grants
Provide technical support on pharmaco-vigilance and post marketing surveillance of medicines procured with support of Global Fund
Undertake regular site visits to cross check information reported by Sub-Recipients and Procurement agent (KEMSA)
Participate in procurement coordination and stock monitoring (commodity security, procurement planning, stock status report preparation and orders management planning)
Ensure that procurement of health products complies with Global Fund procurement policies and principles
Review information entered in The Global Fund Price and Quality Reporting system
Required Qualifications:
The candidates MUST hold degree in Pharmacy from a recognized university and Possess a Post graduate degree in related field
Applicants MUST be registered with Kenya Pharmacy and Poison Board
A minimum of five years of post-internship experience in managing medicines and health products supply systems
Possess knowledge and understanding of the Kenya health system with good appreciation of pharmaceuticals and health supplies management
Experience in the procurement of health products including regulations and tendering process in the public sector
Experience in supply chain and logistics management information systems (LMIS)
Experience in quantification and forecasting of health product needs in public health programmes.
Understanding of HIV, TB, malaria market dynamics and existing global supply challenges as well as international health products procurement and supply management processes, applicable Kenyan and international laws and recognized standards
IT skills and proficiency in relevant computer packages
