Background: The forestry sector, mainly through deforestation and forest degradation, accounts for about 17% of global greenhouse gas emissions, larger than the entire global transport sector.
Tropical developing countries, home to much of the world’s forests, cannot currently benefit under the Kyoto Protocol for reducing emissions from deforestation or forest degradation, conservation of forest carbon stocks and restoration of forests.
The need to establish an international Reducing Emissions from Deforestation and forest Degradation (REDD+) mechanism has been recognized and agreed through UNFCCC decisions.
Some of the most important decisions include the Decision 2/CP.13 (Bali Action Plan), Decision 1/CP.16 (Cancun Agreements), and the latest Warsaw Agreement on REDD+.
Kenya is in the process of implementing its Readiness Preparation Proposal (R-PP) following its approval in 2010 by the Participants Committee of the FCPF.
Given the important role of stakeholder engagement and FPIC in ensuring credible REDD+ actions that share community and donor confidence, it is essential to have national guidelines on stakeholder engagement and FPIC that can be applied to REDD+ activities, and potentially across other sectors, within the country.
Based on wider stakeholder engagement experiences within the natural resources sector, and using the global UN-REDD Programme / FCPF Guidelines on Stakeholder Engagement as well as the global UN-REDD Programme Guidelines on FPIC as a base, guidelines for national stakeholder engagement and FPIC will be developed as two separate products and serve as the basis for development of REDD+ readiness activities in Kenya.
Objective: UNDP is seeking the services of a national Non-Governmental Organization (NGO) or Indigenous Peoples Organization (IPO) to draft the two sets of national guidelines on stakeholder engagement and FPIC, respectively, and develop associated operational materials.
All materials will be developed in English but can be translated into national/local languages as needed, but the latter is beyond the scope of this terms of reference.
