The East African Regional Office is responsible for 7 countries in East Africa, including Kenya, Somalia, Uganda, Rwanda, Sudan, South Sudan and Ethiopia, with a current staff complement of approximately 3500 staff, and current expenditure of approximately $200 million each year
Role Purpose: The Regional Pharmaceutical Supply Chain Management (PSCM) Advisor will oversee the evaluation, strengthening and, where necessary, re-structuring of the pharmaceutical supply chain in the East Africa region.
As a highly motivated individual with credible experience in leadership and change management, the candidate will assess current operations and rapidly develop an implementation plan under the direction of the Regional Head of Logistics and Country Logistics Managers.
In collaboration with Ministries of Health and Save the Children International Country Offices, the PSCM Advisor will establish a realistic work plan to address PSCM weaknesses and inefficiencies.
As the position is a short-term contract, the incumbent will plan and ensure seamless transition to the country team.
Key Areas of Accountability
Create and submit an audit plan and work plan to the Regional Head of Logistics (RHOL) and Senior Pharmacy Advisor at the commencement of the consultancy.
Conduct an in-depth assessment of the country programme’s pharmaceutical supply chain. Agree a work plan based on findings and highlight any critical risks that should be prioritised.
PSCM review is to include:
Procurement planning, including budgeting, quantification, forecasting, communication between stakeholders, supplier selection, lead time awareness.
Procurement processes, including customs and importation management, supplier/framework agreements reception procedures, freight selection.
Adherence to SCI procedures, including those relating to procurement and Quality Assurance.
Warehousing, stock management, distribution, healthcare waste management, including use of documentation and records.
Health facility stock and dispensary management, including consumption monitoring and adherence/implementation of essential drug lists.
Health and safety assessments of storage facilities.
Staff skills and competence in PSCM, including training needs assessment.
Emergency preparation and contingency planning.
Review of leadership and management, including assessment of structure, review of Job descriptions, and appraisal of capability gaps.
Qualifications and Experience
Essential
Extensive experience of medical logistics and pharmaceutical supply chain systems in developing contexts.
Extensive experience with pharmaceutical or health commodity procurement.
Experience with managing medical warehousing facilities in support of NGO health programmes.
Successful experience in audit/assessments and the implementation of supply chain management improvements.
Strong skills in strategy development and project management.
Experience with training, development and mentorship of staff and partners.
Excellent self-discipline and attention to detail when working autonomously or as a team.
Strong and constructive communication skills (including excellent verbal and written English) with a notable ability to develop strong professional relationships.
Confidence and experience with negotiation and influencing change.
A positive, collaborative and decisive personality with a flexible approach to managing multiple tasks to tight deadlines.
Understanding of institutional donors’ policies relating to pharmaceutical procurement and management.
Several years of experience in operating within the health and logistics spheres of the humanitarian sector.
Knowledge of risk management, with the ability to identify and address anticipated issues.
Proficiency in the Microsoft Office package.
Ability and willingness to travel to East Africa, including insecure environments.
Desirable
Degree in Pharmacy, or equivalent pharmacy qualification.
Knowledge of tendering to pharmaceutical suppliers, negotiating contracts and monitoring Key Performance Indicators.
Knowledge and experience of pharmaceutical procurement and / or warehousing software.
Experience of conducting GMP audits within an inspection directorate of an SRA;
or
Experience of managing the QA activities in a pharmaceutical manufacturer based in a SRA country.
Experience and knowledge of GMP and GDP requirements.
Experience of working or travelling in remote regions
