ABOUT THE JOB
The Dadaab safety officer will be responsible for the implementation of the DRC safety risk management system (SRMS) in Dadaab and northeast Kenya, in Mandera and Wajir counties. This will be done in close cooperation with the Kenya safety officer, the regional safety coordinator, the area managers in Dadaab and Mandera, and the Kenya country director.
GENERAL OBJECTIVE
To support the Kenya country programme in managing safety risks through the implementation of DRC’s SRMS in Dadaab and northeast Kenya. This will include safety assessments and both introducing and maintaining sound safety management structures to address the safety challenges facing DRC programming in these areas.
SPECIFIC TASKS
Assess safety risks for DRC-DDG programmes in Dadaab and northeast Kenya to facilitate programme delivery. Assessments will be undertaken as described in the DRC organizational handbook.
Facilitate the implementation of the SRMS, including undertaking minimum operating safety standards (MOSS) and safely level system (SLS) audits. Where needed, safety improvement plans (SIPs) will be drafted and followed up on.
Assist in developing and updating the safety management plans. Local safety rules (LSRs), standard operating procedures (SOPs) will need to be established and maintained.
Maintain current safety risk assessments (SRAs) for all DRC sites in Dadaab, Mandera and Wajir.
Facilitate programme access and continuity through the provision of dependable advice, regular sit-reps, and safety advisories, as needed.
Maintain relevant safety documentation, such as SOPs, LSRs and CIMPs, plus records of safety incident and training registers. The online safety level system will be kept accurate for all program sites.
Coordinate the Dadaab incident management team.
Any other duties as directed by the area manager or regional safety coordinator.
Work closely and coordinate with security officers working in various agencies in operation area.
Attend various internal and external security management related meeting.

ESSENTIAL QUALIFICATIONS AND EXPERIENCE:
Minimum two years spent with a humanitarian/development actor.
At least one year INGO/IO safety management experience.
Strong analytical and writing skills.
Stable and robust character with excellent interpersonal, communication and teamwork skills.
Ability to train and convey information to non-safety personnel.
Strong initiative and self-motivated, with a commitment to humanitarian principles.
Fluency in English.
DESIRED SKILLS:
Background in safety and security training
Fluency in Somali.

CONDITIONS
Availability: As Soon as possible
Duty station: This a national position based in Dadaab with travel to Mandera and Wajir.
Reporting: This position will report primarily to the Dadaab area manager. The technical manager will be the regional safety coordinator.
Contract: 1 year contract dependent on both funding and performance.
Salary and conditions in accordance with the Danish Refugee Council’s Terms of National staff.
