Submission Details
All submissions responding to this request must be submitted by email ONLY and with the subject line “CONFIDENTIAL” and delivered to the INSO Somalia, Deputy Director-Training Unit email address: deputydirector-training@som.ngosafety.org
The close date for applications is: Thursday 19th May, 24:00hrs GMT**
The submission must include:
• A cover letter from a senior representative of your company & and required certifications.
• The quotation for the good/service noted in the Detailed Specifications below
• Notice of any relevant Terms & Conditions related to the provision of said good/service including the validity period of the quotation
• a relevant history/overview of the applicant’s experience/capability in training
• a draft course outline for the sessions proposed based on the specifications provided below
• Methodological and pedagogical note on approaches foreseen for the course
• a detailed budget (including all taxes and all costs not covered by INSO – see below)
• Detailed CV (s) of the trainer(s) (a mandatory and key requirement)
• Customer references/testimonials as relevant
• For quotations over EURO €30,000 the supplier must include (i) copy of photographic ID of senior executive (passport, national ID card etc.) (ii) Official evidence of business address such as utility bill or bank letter (iii) public certificate of incorporation of the company.
NOTE: The successful consultant will be the primary facilitator on the courses but will coordinate with INSO Somalia senior managers who will support with Somalia specific modules.

Detailed Specifications
This request for quotation is looking to identify an appropriate training service provider to deliver**; 3 x Safety & Security Management courses and 3 x Crisis Management courses with a strong focus on organisational security and post-incident crisis management.**
The two courses are stand-alone but are held back to back over 2 and 1 days. They are context specific for all regions of Somalia.
Training will be held at a venue in Nairobi, Kenya organised by INSO Somalia.
The objective of the course is ‘To better prepare NGO senior management working and living in insecure and remote environments through the provision of skills and techniques tailored to the extreme nature and level of threat NGOs are exposed to operating in Somalia.
Expected outputs of the Safety & Security Management course:
• To acquire good practice guidelines on how to mainstream security into organisational structures.
• To understand the specific challenges of Somalia in terms of security.
• To understand links between programming and security in the Somalia context.
• To define SOPs understanding the trade-offs and dilemmas involved.
• To propose a check list of practical actions to enhance security risk mitigation.
Expected outputs of the Crisis Management course:
• To understand the challenges of managing a critical incident such as a kidnapping
• To learn how to set up a crisis management team, establishing roles, tasks and responsibilities.
• To learn to deal with the press and the families of the victims.
• To learn to define specific contingency plans (including medical evacuation)
Target Audience:
The training will be offered to Country Directors and other senior staff, especially those with specific responsibility for security management.
Each session will be for an optimum number of 15 trainees to allow for a quality exchange among the participants.
In case of oversubscription, the trainees will be selected by INSO based on the applicants’ position, agency, duty station, responsibilities and previous experience.
Schedule:
2 or 3 sessions for each course are planned for 2017 and similarly in the future subject to satisfactory performance and contract renewal.
The first courses are scheduled for 11/12 July (SSM) and 13 July (CM)
The additional dates are dependent on demand and the final schedule is to be agreed by INSO and the training provider.
Submission and working language:
The submission and the training language is English.
Other Terms and Conditions
Proposed Terms of payment:
NOTE: each course will be activated separately subject to demand and any security issues pertaining at the time.
Payments will therefore be dependent on course delivery.
• A nominal sum of 20% of each course(s) can be advanced on request.
• The balance for the training days and any travel or preparation time will be paid upon satisfactory completion of the course and submission of a detailed invoice with supporting receipts and documents.
INSO Support:
• INSO will provide support by organising the in-house training administration and logistics. This will include; selection, booking and payment of the venue, selection of participants, course refreshments etc.
• INSO can arrange international flights, accommodation and local transport in Kenya with direct payments to the respective providers
• INSO will cover the cost of entry visa(s) for the trainer(s) but the consultant must make their own arrangements either on line or at the airport
• The training provider will cover all other costs (including but not limited to per diems, insurance, various taxes (domestic or Kenyan), training material, documents and templates (soft copies) etc.).
Donor visibility
• INSO will apply standard donor visibility on the training information and material if applicable. The supplier can add the suppliers’ visibility to that of INSO and INSO’s donors during the activity and to the training materials distributed to the participants.
Lead Trainer conditions
• The supplier will appoint a lead trainer (CV to be attached to the bid) who will personally oversee each training session. INSO reserves the right to suspend the contract in case of change of the lead trainer at any point during the execution of the contract.
Principles
It is strictly prohibited to offer, promise or provide any form of gratuity, gifts or favour to any INSO employee in relation to this RFQ and any effort to do so will result in immediate disqualification of your company from this, and all future, RFQs.
INSO does not support the use of child labour in work place and will not do business with companies who employ those under the age of 16.
HOW TO APPLY:
Selection Criteria
All quotations will be reviewed by an Evaluation Committee comprising not less than three (3) INSO employees. Decision will be by majority vote.
Quotations will be evaluated on (i) fulfilment of specified criteria (ii) price (iii) quality (iv) reliability of supplier (v) other added values.
All candidates will be informed of the outcome of their quotation within 15 days of the closing submission date on Thursday 1st June 2017.
