Role Purpose: The UDRE will lead the urban planning and development initiatives in the selected SMTs in Kenya.
They will be responsible for all relationships development, demand development as well as serve as the technical advisor.
Key Responsibilities:
Provide leadership in the preparation of the selected SMTs’ development plans, real estate and housing development.
Provide technical input into the Policy and Institutional design in providing efficient urban services and utilities.
Identify and development a bankable pipeline of urban development infrastructure enablers in the SMTs including renewable energy, water supply, housing, waste management.
Identify, design, appraise, supervise, and monitor/evaluation of urban infrastructure services
Design, develop and implement a County-wide financing frameworks.
Desired Competencies and Experience
Master’s Degree or equivalent in Urban Planning, Economics or related social science
A Minimum of 8 years of relevant experience in urban development-related programmes and development review processes, with at least (3) years in Kenya
Demonstrated understanding of the devolution of functions of national vs county governments and working experience with county government.
Demonstrated skills and direct project work experience in sector analysis, county financial management, solid waste management, water and sanitation, urban transport and disaster risk management.
Proven capacity to work with a wide range of stakeholders, including, national and county government agencies, international organizations, academics, development agencies, and NGOs/CSOs.
Outstanding interpersonal and networking skills, demonstrated ability to work in multi-disciplinary teams
Excellent English and Kiswahili communication skills.
Knowledge and experience of DFID, USAID or World Bank Group approaches to urban development and resiliency.
